Oranjeoord Redevelopment

Apeldoorn City Council is working with residents of Hoog Soeren on a spatial plan for the redevelopment of the former Hotel Oranjeoord. A residents’ consultation group is helping to shape the future use of this special site. We are working together on a plan that suits Hoog Soeren, the surrounding area and the wishes of the residents.

Spatial exploration

The Programme of Requirements sets out the guiding principles and framework conditions for the further development of the area. Oranjeoord occupies an important place in Hoog Soeren. The site is situated in a unique setting, close to the Veluwe countryside and the village. It is therefore important to carefully consider the possibilities for the future.

Before any plans can be drawn up, it is necessary to set out the requirements and preferences. This is done in the Programme of Requirements. This document sets out topics such as the function of the site, its integration into the surrounding area, traffic, the natural environment, sustainability and quality of life.

The Terms of Reference form the basis for the next stages of the project. This document will serve as the basis for drawing up and assessing plans at a later stage.

Together with residents

The local council believes it is important for residents of Hoog Soeren to have a say in the future of Oranjeoord. A focus group has therefore been set up comprising representatives from the village.

The advisory group is helping to shape the guiding principles for the redevelopment. This involves examining opportunities, areas for consideration and the qualities of the area that need to be preserved. The advisory group’s input will be taken into account when drawing up the Specification of Requirements.

In addition to the focus group meetings, the council is keeping residents informed about the project’s progress via this project page. In November 2026, the council will organise a residents’ evening for all residents of Hoog Soeren. During this meeting, we will present the results of the process and explain how residents’ input has been incorporated into the Programme of Requirements.

What’s happening now?

At present, subject matter experts and the advisory group are working on drawing up the Terms of Reference. To this end, various topics are being examined and discussed.

For example:

  • the spatial potential of the site;
  • the connection with the village of Hoog Soeren;
  • the impact on traffic and accessibility;
  • integration into the landscape;
  • nature and ecology;
  • sustainability and future-proofing.

All the information is compiled into a single document. This document sets out the conditions that future plans must meet.

Next steps in the proceedings

Once the Programme of Requirements has been finalised, the document will be adopted by the Municipal Executive. The Programme of Requirements will then form the framework for the further development of plans for Oranjeoord.

At each subsequent stage, the council will reassess how residents and other stakeholders can be involved. The council considers it important to communicate openly and transparently about the progress of the project.
