The council has been searching for a suitable location for Skaeve Huse for some time now. We believe there should be a suitable place for everyone in Apeldoorn. However, not every location is suitable for everyone. Following careful consideration, the site on Terwoldseweg, situated next to the A50, has emerged as the most suitable option. This site offers sufficient privacy, and amenities such as a supermarket are reasonably close by.
Skaeve Huse is a special type of housing comprising small homes for people who do not fit in well in a normal neighbourhood. They often cause a nuisance there. As a result, they sometimes end up homeless. Through Skaeve Huse, the local authority aims to offer these people a place where they can live peacefully, away from other homes. They live independently but receive daily support from a social worker or care provider. This scheme has already proved successful in several local authorities. It helps residents gain more control over their lives and reduces the nuisance caused to others.
During the search for a suitable location, the following requirements were taken into account:
The site on Terwoldseweg best meets the requirements. The site is situated at a sufficient distance from residential properties, yet not too far from amenities such as shops, a chemist’s and a GP’s surgery. The site can accommodate 8 to 10 small homes. The site is already partially screened off from the residential area by the embankment, and a noise barrier will also be required to shield the site from motorway noise. There is a single central entrance and the site is easily accessible to the emergency services (police, fire brigade).

This not only helps the residents themselves, but also the wider community by reducing potential nuisance and homelessness.
Facilities have been set up in several municipalities across the Netherlands, and it has become apparent that this has a positive impact both on the residents of Skaeve Huse and on reducing nuisance in the municipalities. We know that immediate neighbours and local businesses usually notice little or nothing of this. Examples include Nijmegen, Rotterdam, Utrecht, Hilversum and Eindhoven.
The properties are owned by the housing associations. The residents rent these properties.

For the Skaeve Huse, we were looking for a site that was some distance from other homes, but not too remote either. There must be sufficient peace and space around the homes. It is also important that residents can reach the shops by bike or on foot. Furthermore, the project must be compatible with current legislation and regulations.
The site must be large enough for 8–10 homes, with a minimum distance of 75 metres from existing homes; it must comply with all relevant laws and regulations, and the distance to the nearest supermarket must not exceed approximately 2.5 km.
Between eight and ten homes will be built.

Yes, a great many locations were considered. The reasons why locations were ruled out vary. The most common reasons are ownership issues, other plans for or around a site, distance from residential properties, being too remote, distance from a supermarket, the need for nature compensation, and underground cables and pipes.
For people who, due to personal circumstances, are unable to live near standard housing but are capable of living independently. This usually applies to people with an addiction, a mental health condition and/or a mild intellectual disability, or a combination of these. Within Skaeve Huse, residents can live peacefully on their own premises, well away from other neighbours.
No, the Skaeve Huse are intended solely for single people.

Yes, residents receive personalised support from various care organisations.
Yes. The residents are able to live independently and do their own shopping. They have the same rights as any other resident of the Netherlands.
Just like any other resident of Apeldoorn, residents of Skaeve Huse are allowed to buy and drink alcohol and use soft drugs. However, clear agreements are made with the residents. They must abide by the house rules. If a resident fails to comply with the rules, they run the risk of being evicted after all.
By introducing this form of supported housing, these people are better able to live without causing a nuisance to the local community. In addition, house rules are drawn up to this effect.
The future residents of Skaeve Huse often face a range of problems. These can range from addiction issues to mental health problems, or a combination of the two.

No, the intention is for this to remain Skaeve Huse’s permanent location.
Once the homes have actually been built, a management plan will be drawn up. This will set out, for example, who local residents can contact should any problems arise. This still needs to be worked out in more detail.
If the plans go ahead, construction is expected to begin in 2026.
It is not a higher priority than homes for first-time buyers. Here in Apeldoorn, we are working hard to provide homes for all specific target groups.
That is not the expectation. This is not the case in other local authorities either. This is a residential development; the distance to existing homes is considerable and the site is remote in relation to other homes. Should local residents take a different view, there is a possibility of submitting a claim for planning damage once the planning permission has been granted.
Yes, the planning permission application provides for the possibility of lodging an objection. This objection must clearly set out why these homes cannot be built and why they contravene legislation and regulations.
All the latest information is posted on the Skaeve Huse project page. In addition, we keep local residents who have registered informed directly by email about decision-making and other developments.
On 6 November, a well-attended residents’ evening took place. We explained the Skaeve Huse project, why we are considering this initiative and who might live there. Residents asked many questions and shared their concerns and points for consideration. These responses have been incorporated into a response document.
On 21 May, the executive committee informed the municipal council that it is not yet taking a final decision on Skaeve Huse on Terwoldseweg. It is first awaiting the results of a number of additional studies in the neighbourhood. It is also deliberately allowing time and space to continue the dialogue with residents. It is not yet known when the Executive Committee will reach a decision.
