Please use the online application form to submit:
- An application for a licence for cables and/or pipes under the municipality’s current General Local Regulation (Apv)
- A consent decision pursuant to the municipality’s Telecommunications Regulation
- A notification for minor works. These include works covering less than 35 metres, property connections and/or the opening of manholes. Exceptions apply to shopping centres and the city centre; for these, you must always apply for a permit or consent.
You will need the information below to complete the application form:
- The name(s), telephone number(s) and email address(es) of the contact person and the applicant
- Please indicate whether this is an emergency or routine work
- The total length of the trench (on public land) and the length and type of the surfacing
- If you are not the owner or administrator of the network, you will need authorisation from the owner or administrator to submit the application
- The name and address of the network operator
- The implementation plan, including street names
- The digital map (Large-scale Basic Map of the Netherlands, GBKN) 1:500
- The existing buildings
- The cadastral boundaries
- The boundaries between different types of surfacing:
a. a description of the proposed route
b. a list of the items to be installed during the works (such as cabinets and access hatches) and their locations
c. a description of any roadworks
d. the cross-sectional area of the cable or cable duct
e. the length and width of the cable trench
f. your company’s existing pipes

Once the application and the necessary documents have been received, the local authority will carry out an on-site inspection. We will also check whether you are registered with the Cables and Pipes Information Centre (KLIC); see the Land Registry website.
You will receive a letter setting out the decision within 4 weeks (8 weeks for telecoms companies). If the decision is favourable, you will receive the licence/approval.
