General

You are responsible for the safe placement, use and removal of objects and vehicles.

You may place an object in a location accessible to the public (road, car park, cycle path or footpath, verge or public green space, etc.) provided that you give sufficient advance notice and comply with the conditions. If you are unsure about the correct or suitable location, you can discuss this with a member of staff from the Management and Maintenance Unit. To do so, please call 14055.

What are you allowed to post?

You can report the following types of properties:

• removal lift without a registration number
• rubble or waste skip
• scaffolding
• building materials
• portable toilet
• construction hoarding
• generator

The maximum dimensions per item are 2.40 metres wide × 4.50 metres long × 2.75 metres high (mobile scaffolding, aerial work platforms and removal lifts may be taller)

How long?

The object or vehicle must not up to seven days remain standing.

Keeping passageways clear

• Homes, businesses, memorials and advertising messages must remain visible and accessible
• Objects should be placed as close as possible to the front of the building where the work is being carried out.
• Pedestrians on the pavement must have at least 1.50 metres of space to pass unhindered. In shopping streets, this is at least two metres. When erecting scaffolding, a pedestrian underpass with a minimum height of 2.30 metres and a minimum width of 0.85 metres is mandatory if there is otherwise insufficient space for pedestrians to pass through.
• The object/vehicle is at least two and a half metres away from:
  • trees and other green spaces
  • the corner of the street, measured from the corner of the façade
  • pedestrian crossings
  • electricity poles, overhead line poles, transformer boxes, cable cabinets and bus stops
• Ambulances, police cars and fire engines must be able to pass unhindered. Minimum clear width of the road: 3.50 metres; minimum clear height: 4.20 metres
• If necessary, ensure that the area is properly cordoned off. You must not use barrier tape.
• A paid parking space may be occupied provided you pay the required charge.
• Keep above-ground and underground fire hydrants clear.
• Make sure you don’t cut off any parked cars.

Preventing damage

• You must not anchor any objects in the ground or attach them to trees, railings or street furniture.
• You must take measures to prevent damage to paved surfaces (road surfaces, pavements) and other parts of the public space. If you place an aerial work platform on a pavement or lawn, you must use road plates or beams unless the licensing authority decides otherwise.
• You must ensure that no damage is caused to public property. The site and the immediate surroundings must be tidied up afterwards and left clean.
• We will charge you for the cost of repairing any damage and cleaning the public area.

Electricity

• Electrical installations must comply with the installation regulations set out in NEN 1010.
• Electrical cables must be secured in such a way that nobody can come into contact with them. There must also be no risk of tripping.
• Generators must be low-noise and must not cause any nuisance.

Items in order

• The swing radius of a crane, aerial work platform, removal lift or mobile scaffold must extend at least 2.5 metres beyond the track and the overhead catenary wires.
• You must ensure that objects are fitted with the correct markings and/or reflectors, in accordance with the CROW 130 standard.
• You must ensure that objects are in good condition and do not, under any circumstances, pose a danger to the surrounding area.
• Items are properly secured.
• You must ensure that nobody can climb onto the structures (anti-climb devices on scaffolding, for example).
• You must ensure that there is no advertising or graffiti on the objects and that no posters are stuck onto them. Brand names that form an integral part of the object may remain in place.
• You must not use construction hoardings to create a private car park.

In the event of an emergency: move immediately

You must ensure that the object/vehicle is removed or moved immediately at the request of the police, the fire service or the local authority, if necessary:

• For safety reasons
• For work carried out in public spaces
• For work on or alongside the façade
• To allow public transport to pass through and for work carried out in connection with this

Marking a waste container

The following requirements apply to the marking of containers and cabins:

• The obstacles must be marked with at least two marking stripes on each side and each end (see Figure 4)
• The marking lines are applied to the outermost edges of the obstacle. The distance between the highest point of the marking and the carriageway on which the obstacle is situated is no more than 1.550 m.
• In principle, the marking is applied vertically; only if this is not practicable may the marking be applied horizontally, following consultation with the road authority
• The marking consists of retro-reflective material of at least high-intensity grade Class II (in accordance with NEN 3381) [18] in the colours red and white
• The marking consists of a panel 141 mm wide and 705 mm long. Diagonal stripes (red and white) are painted on it. At the ends (as well as on the sides) of the obstacle, the marking stripes are applied in such a way that the red sections:
  • on the approach, on the left-hand side, pointing from the top right to the bottom left
  • are aligned in the direction of travel on the right-hand side, from top left to bottom right
