Usually, the funeral director is responsible for notifying the authorities of the burial or the delivery of ashes, but the next of kin may also do so. This notification applies to both new and existing private graves. In the case of a new grave, an application for burial rights is also submitted at the same time.
New grave
If a grave has not yet been reserved, a request for the allocation of a grave can be made at the same time as the notification of burial or the delivery of ashes. Existing private grave
In some cases, a person is buried in an existing private grave. This is a reserved grave for which the rightful owner holds the burial rights. In such cases, the local authority will need the grave number and details of the type of grave. If this information is not available, please contact us via the contact form or 14,055.

If the deceased does not hold the burial rights and the notification of burial or the delivery of ashes is not provided by the holder of the burial rights, the current holder of the burial rights must give consent for interment in an existing private grave via the Online form ‘Consent for interment in an existing grave/urn vault’. - New rights holder
If the deceased is the current holder of the burial rights, these rights must be transferred to a new holder upon their death. The funeral director can do this using the form for notifying a burial or the delivery of ashes. Cremation
You must apply to the local authority for permission to cremate the deceased. This is known as a cremation licence. You should apply for this at the same time as the death certificate. This is usually done by the funeral director. The funeral director is therefore issued with the authorisation for cremation. In the case of a cremation in the municipality of Apeldoorn, no further notification to the municipality is required.
In some cases, permission is required from the person entitled to the grave in order to bury the deceased. This is necessary if:
- The deceased is not registered with us as the holder of the grave, and
- The notification of the funeral or the delivery of the ashes is not made by the person entitled to the grave
