A maximum of five coffee shops may operate in Apeldoorn. A coffee shop may only open with a letter of tolerance from the mayor.
There is currently no declaration of tolerance available. When the application process for a new declaration of tolerance opens, we will publish this information on our website. You will then be able to submit an application.
Your application will be assessed in accordance with the Bibob Act. This Act allows the local authority to refuse a licence if there are indications that there is a serious risk that the licence will be used (in part) to commit criminal offences.
To assess compliance with the Bibob Act, please complete the Bibob questionnaire for licences. You will receive a link to this digital form at the same time as the application form for this licence, and it can also be found at the Bibob page.
The costs are as follows:
- €3,275.20 for an application for a coffee shop licence
- €655.73 for an amendment to the licence for a coffee shop operating under a tolerance policy
- You must not adversely affect the living environment and/or public order in an unacceptable manner
- You may not establish a coffee shop within 350 metres’ walking distance of an educational establishment or other institution for young people under the age of 18
- The plot of land on which you wish to establish the coffee shop is zoned for hospitality use
- You must be registered with the Chamber of Commerce
