Trading licence

At present, there is a temporary moratorium on applications for new trading licence applications within the municipality of Apeldoorn. We are currently working on a new trading licence policy.

There are 4 types of pitch:

1. A commercial trading pitch. This is a permanent trading pitch that you occupy for one or more days a week for a year or longer. For example, a fish or flower stall. Seasonal trading pitches, such as those for selling oliebollen, Christmas trees or ice cream, also fall under this category.
2. A temporary stall: these are stalls set up for promotional purposes, in connection with the refurbishment of a shop premises, for the sale of retail goods outside a shop on special occasions (an anniversary, the opening of a new shop) or for a refreshment stall. This also includes (non-)commercial service activities.
3. A non-commercial stall. This is a stall where the proceeds from sales or the provision of information are for a non-commercial purpose. By ‘information stall’, we mean a stall set up to provide information and/or sell items for a charity or a non-profit organisation. You must apply for a permit to set up an information stall if you are using it for non-commercial purposes. Applying for and setting up a non-commercial stall is free of charge.
4. A market stall. You can find more information about booking a stall at one of our markets on the page Market Stall Licence.

• You will be required to pay an application fee when applying for a permit (see the ‘Costs’ section). This fee is payable regardless of whether the permit is granted or refused. You must pay the fee even if the permit is refused.
• For pitches on private land, written consent from the landowner is required in order for the application to be processed.
• The licence holder is obliged to occupy the trading pitch in person; a trading pitch is not transferable. Licences are issued only to natural persons.
• The sales van may remain in place on consecutive days, but for no longer than a period of two months. If you do not use the pitch for a day, you must remove it at the end of the sales day.
• You must be registered in the Chamber of Commerce’s commercial register.
• If you have a trading pitch in or near a shopping centre, you may not set up your pitch on days when the relevant retailers’ association requires the site for an event.
• You may set up and fit out your stall (including bringing it in, positioning it and unloading it) from 07.00 on the day of the sale.
• It is possible that the local development plan does not permit street trading at the location you have requested. You will therefore need a planning permission (exemption for use contrary to the plan).
• You may set up a maximum of 2 standing tables, each with a maximum area of 1 m².
• No new fixed or permanent trading pitches will be allocated in the pedestrianised area in the city centre.

• Temporary trading pitches in the centre of Apeldoorn are only permitted on the Marktplein. In consultation with the council, there may be other options available depending on your plans. Please contact the APV and Special Legislation team on the general number 14055.
• Vehicles are not permitted in the pedestrian zone in the city centre, except where the vehicle forms part of the stall.
• No stalls may be set up on Marktplein on Saturdays due to the market.

Applying for a trading licence involves a number of steps:

1. Please review the information on the conditions for a trading licence and decide which type of trading licence you wish to apply for.
2. You can apply for the trading licence online using the button above.
3. The local authority will assess your application.
4. You will be notified in writing as to whether you have been granted the licence.

The processing time for trading licences is 8 weeks. In exceptional cases, the local authority may extend this period by a further 8 weeks.

The Bibob Act

We can now assess your application against the The Bibob Act. This Act allows the local authority to refuse a licence if there are indications that there is a serious risk that the licence will be used (in part) to commit criminal offences. To undergo the assessment under the Bibob Act, please complete a separate application form. You will receive this form from the local authority, and it can be found on the BIBO page.

Are you being issued with a new sales licence? Are you going to sell different products, or is there any other change to your current licence? If so, you can report these changes online using the button above. You can also cancel your licence online.

If you wish to hand out leaflets, flyers or free samples without using a stand or stall, you do not need a permit to do so.

Fees apply to commercial permanent and temporary trading licences. These fees relate to the granting of the licence (administrative fees), the use of municipal land (land use charge) and, at some locations, the consumption of electricity (electricity charges). Under the Administrative Fees Regulation, non-commercial stalls are exempt from paying the land use charge and/or administrative fees.

Please note: You will be required to pay a fee for the processing of an application. Even if your application is unsuccessful, you will still be required to pay this fee.

Permit for a trading pitch on municipal land

Do you hold a trading licence on council land? If so, you will also be required to pay a fee for the use of public space (public space licence fee).

In the case of a permanent trading licence, the amount of this fee depends on the location of your trading pitch, the number of square metres and the number of days. You will receive a quarterly tax assessment for this via the Tribuut tax centre.

For the occasional use of a pitch, the daily rate is €116.00 (2026 rate).

Electricity and water costs

Would you like to use electricity and/or water? Some market sites are equipped with electricity boxes. You will then be charged for the use of electricity and/or water.
