Street trading means selling your goods in different locations each time, rather than from a fixed premises. Examples of street traders include ice cream sellers and greengrocers with mobile carts.

We do not refer to the following as ‘pimping’:

• You are distributing written or printed material in the exercise of your freedom of expression.
• You are a retailer and you deliver goods to a customer’s home.
• Situations covered by Article 5 of the Road Traffic Act 1994.
• You sell your goods from a fixed trading post or at a market. In that case, you have a site licence or a market licence required.
• If the proceeds from the sale are for a charitable cause, then this constitutes a fundraising licence.

• To be allowed to hawk goods in Apeldoorn, you must be registered in the Chamber of Commerce’s trade register.
• It is prohibited to hawk goods if this endangers public order, public safety, public health or the environment.
• It is also prohibited to hawk goods:
  (a) on New Year’s Day, Easter Sunday, Whit Sunday and Christmas Day;
  (b) on Sundays and public holidays from 00.00 to 12.00 and from 18.00 to 24.00, provided that these are not also the public holidays referred to above;
  (c) from Monday to Saturday between 10.00 pm and 9.00 am.
• The prohibition referred to in (a) and (b) does not apply to the offering for sale and sale of food and non-alcoholic drinks intended for immediate consumption, provided that this takes place between 09.00 and 22.00.
• It is not permitted to trade from a stall, or from any other sales outlet in which or from which mainly similar articles are sold, within 200 metres of a trading pitch as referred to in Article 5:17(1), or on the market grounds during the designated market days.
• You must not remain at any one location for longer than is necessary to serve the customer.
• No sound-amplifying equipment may be used when hawking.
• It is not permitted to hawk goods on a road where an event is taking place without the written consent of the licence holder (event organiser).
