To apply for an alien’s passport, you must meet at least one of the following conditions:
- You are registered in the municipality of Apeldoorn
- You have been admitted to the Netherlands, the Netherlands Antilles or Aruba as a stateless person
- You are a foreign national and you have evidence that you are unable to obtain a travel document on your own initiative

During your appointment, we will finalise your application at the town hall reception desk.
We will ensure that your application is sent to the IND (Immigration and Naturalisation Service) and the Ministry of Foreign Affairs.
Take to appointment:
- Your residence permit
- Your (old) travel document(s), if you have any (including foreign ones)
- A clear passport photo taken no more than six months prior to the date of application (see the requirements for a passport photo (on the Government website)
- If you are applying for a document on behalf of your child, he or she must accompany you in person
- Is the application for someone under 18? If so, there is also consent is required from the parent(s) or guardian(s) (PDF, 79 KB)
- Means of payment (prefer debit cards to cash)
- Depending on your circumstances, you will need to provide evidence showing that you are unable to obtain a travel document from your own authorities. You must prove that you have submitted a registered application for a travel document to, for example, your country’s embassy.
It may take a few weeks before you receive approval. You will be notified by email when your foreign national’s passport is ready. You can collect it in person without an appointment during opening hours.
- For Residence Permit I, the validity is up to 5 years, depending on the date on the residence document
- The Alien’s Document II is valid for a maximum of 5 years
- The validity of an Alien’s Document V is a maximum of 5 years
