Conditions
- This grant is only available to homeowners who live in their own homes.
- Your WOZ value may not exceed €477,000 if your property is situated within a built-up area.
Please note: this relates to the 2022 valuation year. Do you live outside a built-up area? If so, there is no maximum WOZ value. - Your home has an energy rating of B, C, D, E, F or G.

In that case, your home must have two or more poorly insulated or uninsulated sections and must have been built before 1995 to be eligible for the grant. If your home does not have an energy performance certificate, it must have two or more poorly insulated or uninsulated sections. - The grant is awarded once per address

Non-subsidised materials
- Cavity wall insulation using UF foam is not eligible for a grant.
- DIY enthusiasts are not eligible to purchase glass or window frames. Furthermore, for DIY enthusiasts, only insulation materials that are installed from the inside are eligible for a grant. Examples include roof and wall insulation. Finishing materials such as plasterboard, MDF boards and timber are not included among the eligible materials.
Insulation requirements
The insulation must meet a number of conditions in order to qualify for a grant.
- The measure is to be carried out on the existing thermal envelope; no grant can be awarded for an extension. Nor will a grant be awarded for a detached or built-in garage, shed or a new dormer window.
- The minimum insulation values and surface area requirements are:

Ventilation systems (always carried out in conjunction with one of the measures listed in the table above):
- Mechanical ventilation: replacing the fan with an energy-efficient model fitted with a CO₂ control system
- Installing a local heat recovery unit with CO₂ control
- Installing a ventilation grille above windows with CO₂/humidity control
- Installing balanced ventilation

If you meet the criteria, you will be eligible for a grant. The amount you receive will depend on your income and whether you and your neighbours work together to install insulation.
Amounts:
- Income below 150% of the social minimum: a €6,000 grant and assistance with insulation
- Income exceeding 150% of the social minimum: a €1,000 subsidy, with the option of assistance with insulation
- Income above 150%; apply jointly with neighbours: €1,500 grant, option for assistance with insulation

- By working together with your neighbours, you will receive an additional €500 grant per household.
- To apply for the Neighbourhood Bonus, you must apply for the grant together with two or more neighbours in the same or an adjacent postcode 6 area (a total of at least three addresses).
- You can do this by requesting a joint quotation. The invoice may be issued jointly or by address.
- Once the insulation work has been carried out, the neighbours must each submit an application for a grant within one month of one another.
Each neighbourhood will receive a grant of up to €1,500 provided all the conditions are met. You can easily check this using the grant check tool.
As well as the general terms and conditions, there are a number of things to bear in mind if you’re going to do it yourself.
What materials can I buy at the DIY store using the DIY grant?
You can only apply for a DIY grant for insulation that you install on the inside of your home.
Insulation material
- Roof insulation;
- Floor insulation;
- External wall insulation, internal cladding;
- Attic floor or floor insulation.
Supplementary materials
- Slides:
- Climate film (this is used with bio-based or conventional insulation materials)
- Vapour barrier film (this is used with standard insulation materials)
- Vapour barrier (this is used in damp areas such as bathrooms)
- Tapes: airtight tape, heat-seal tape;
- Ventilation: ventilation slats, ventilation grilles;
- Tools: insulation knife or saw, etc.;
- Fixing materials: staples, clamps, screws and wall plugs;
- Protection: dust mask, safety goggles, etc.
What do you need to provide with your application?
- The receipts/invoices for the materials you have purchased, on which you tick the items you believe can be claimed.
- Proof of payment showing that you have paid for the vouchers.
- The number of square metres you have insulated.
- Photographs taken before, during and after the insulation work, with at least three per insulation measure.

Please note: If you are planning to insulate a building, this may have adverse consequences for (protected) animal species. Disturbing or harming animals and their nests is prohibited under the Environment Act. This Act therefore also protects animal species that live in buildings. For some types of work on buildings, an ecological survey must therefore be carried out and a permit applied for. To assist you, Apeldoorn Council has drawn up a Species Management Plan (SMP).
