The aim of neighbourhood and community development work in the municipality of Apeldoorn
In the municipality of Apeldoorn, we use neighbourhood and community development work to bring residents closer together, ensure everyone can participate, and help people become more self-reliant. In this way, we aim to improve the quality of life and social cohesion in districts, neighbourhoods and villages.
Neighbourhood and community development work is there for all residents, with a particular focus on those in vulnerable situations. We encourage active participation in the neighbourhood and urge residents who are better off to work with others to help build a committed and inclusive community.
What do we hope to achieve through neighbourhood and community development work?
We are focusing on the following objectives:
- Helping residents to become more self-reliant and to strengthen their social network, for example through residential care circles.
- Encouraging residents to take the initiative and get actively involved in their neighbourhood.
- To strengthen the sense of connection and togetherness within the neighbourhood.
- Supporting residents in working together to solve problems in the neighbourhood, so that they become stronger and more resilient.
- To increase the sense of safety in the neighbourhood by supporting joint initiatives.
- Reducing loneliness by encouraging social interaction and contact with others.
- Identifying problems in the neighbourhood at an early stage and tailoring our work accordingly, so that help can be provided in good time.
- Giving residents a say in what they need, and translating this into appropriate activities or support within the neighbourhood.
- Better coordinate activities and facilities in the neighbourhood so that they better meet residents’ needs.
Funding and procedure
Funding may be applied for in respect of activities that contribute to the above objectives. Organisations are given the freedom to decide for themselves which activities they wish to carry out, provided it is clear that these contribute to the objectives. This must be substantiated using the Theory of Change.
In principle, during the term of the grant, you must submit an application each year before 1 May to have the grant for the previous calendar year finalised. The council may decide to deviate from this. In the grant decision, we set out how the grant is to be finalised. You must submit an application for finalisation via the ‘Finalise grant’ button at the top of this page.
What do you need to provide?
You must demonstrate that the activities for which the grant was awarded have been carried out, and that you have fulfilled the associated obligations. You do this by submitting:
An annual review, comprising:
- An assessment of the neighbourhood plans, completed in accordance with the Theory of Change framework, for all neighbourhoods in the resilience areas;
- An explanation of any differences between the planned and the actual activities carried out;
- Your views on how the activities and neighbourhood plans could be adapted to be more effective during the new funding period;
- An evaluation of the collaboration between main contractors and subcontractors, and the functioning of the network collaboration relating to neighbourhood and community development work in the municipality of Apeldoorn, including any areas for improvement;
- A financial statement of the subsidised activities or annual accounts. The annual report or annual accounts must, at the very least, account for the financial data/items submitted with the grant application. You must also submit an auditor’s report for the financial statements.
