You may be eligible for the allowance if you meet the following conditions:
- You are aged 21 or over. You (or your partner) are not yet entitled to the AOW state pension.
- Over the past three years, your income has been lower than or equal to the income threshold for your circumstances. View the income thresholds
- You have tried to increase your income.
- There is little chance that you will earn more in the future.
- Your assets are below the asset limit set out in the Participation Act:
- €8,000 if you live alone and have no children under the age of 18 living at home.
- €16,000 if you are a single parent with children under the age of 18 living at home.
- €16,000 if you are married or cohabiting. In that case, we will take into account both your and your partner’s assets.
- You (or your partner) are not studying at the time of application. Are you a student? If so, you may be eligible for a study allowance.
- You (or your partner) are not in prison.
- You (or your partner) have not received an individual income supplement in the past 12 months.

Automatic allocation of individual income support
From 2025, you will receive the allowance automatically if you meet the following conditions:
- You have been receiving social assistance benefits from the municipality of Apeldoorn for three years or more.
- You have not received any individual income supplement or exit allowance in the past 12 months.
- You have not had any sanctions imposed on you in the past 12 months. A sanction is a reduction in your benefit because you have failed to comply with the work requirements attached to your benefit.
Do you not meet the above conditions for automatic eligibility?
In that case, you can apply for the allowance yourself online by clicking the orange button at the top of the page. You will need your DigiD to do this. The member of staff will assess straight away whether you will also be eligible for the automatic individual income allowance in the coming years. If so, we will include this in our decision.
Please note!
From October 2025, a member of staff will assess your application. This means you will no longer receive an automated decision. The conditions remain the same.
You will receive a letter setting out the decision within 8 weeks.
