Please read the terms and conditions first. Send an email to apvvergunningen@apeldoorn.nl with a request to receive the ‘Sex Establishment Licence’ application form. The application form specifies exactly what information you need to provide. Before submitting an application, we advise you to contact us. We will then provide you with information in advance regarding the feasibility of setting up a business.
When you receive the application form, please contact us on 14 055 or via apvvergunningen@apeldoorn.nl to book an appointment for an initial consultation. During this consultation, we will go through your application form and all other relevant information with you. The application form states what you need to bring to this consultation.
The local authority will process your application within 12 weeks. A licence is initially valid for 1 year. After that, the local authority will consider whether to grant you a licence for a period of 3 years.
The Bibob Act
Your application will be assessed in accordance with the Bibob Act. This Act allows the local authority to refuse a licence if there are indications that there is a serious risk that the licence will be used (in part) to commit criminal offences. To facilitate the assessment under the Bibob Act, please complete the Bibob questionnaire for licences. You will receive the link to this digital form at the same time as the application form for this licence, and it can also be found on the BIBO page.
This licence costs:
- €1,972.40 for a sex establishment
- €947.47 for an escort agency
- €406.10 for amending a licence for a sex establishment or escort agency
You are eligible for a licence if you meet at least the following conditions:
- You are of good character, so you have no criminal record
- Your plans are in line with the local development plan for the site in question
- The premises comply with the requirements set out in the local policy on prostitution; you can request a copy of this policy from us
- You must be at least 21 years old
- In addition, the layout complies with other legislation and regulations, such as the Building Decree and the Building Regulations. We will also assess you in accordance with the Bibob Act (protection against the risk of facilitating criminal activities). You will need to complete a separate application form for this. You will receive this form at the same time as the application form for this licence.
The municipality of Apeldoorn permits a maximum of 11 sex establishments. There is no limit on the number of escort services. Street prostitution or prostitution behind windows is not permitted.
