A permanent trading post is a commercial trading post that is used at the same location for more than 3 months a year.
A licence for a permanent trading post:
- is granted for a maximum of 10 years;
- may be used by the same trader at a shopping centre for a maximum of 3 days a week;
- may be used by the same business owner at other locations for a maximum of 4 days a week;
- is granted to a maximum of one business owner per location per day.
Sometimes different conditions apply to a particular location. This will be stated in the details for the relevant pitch.
Note
Permanent stalls are not permitted in the central area of Apeldoorn town centre. The only exception is a seasonal oliebollen stall on Raadhuisplein.
A seasonal stall is intended for products associated with a particular season; examples include oliebollen, Christmas trees, ice cream, fruit, biscuits and hot drinks.
The licence may be granted for a maximum of 10 years. You may only use the trading pitch during the authorised trading period.
Permitted sales periods
Oliebollen
- 1 October to 7 January inclusive
- up to 3 months per year
Christmas trees
- 19 November to 24 December
(Packaged) ice cream and fruit
- 1 April to 1 October
- not permitted in shopping areas
Food and drink
- during periods of frost in winter
A seasonal pitch may be used every day during the permitted period.
You may also need a trading licence on private land. This applies if the trading location:
- is located outdoors; and
- is open to the public.
You can apply for pitches on private land at any time of the year.
You must enclose written consent from the owner or manager of the land with your application.
Without this consent, we will not process your application.
- The following conditions, amongst others, apply to each pitch:
- You are registered with the Chamber of Commerce.
- Your site has a neat and appropriate appearance.
- You are responsible for clearing away your own rubbish and waste water.
- The site is at least 5 metres away from a building.
- You may set up a maximum of two bar tables, unless your licence states otherwise.
- The sales display is removed once the sale has ended. If there are several consecutive days of sales, it may remain in place until after the last day of the sale.
- Charges may apply for the use of municipal electricity or water supplies.
- The sale of alcoholic drinks is not permitted.
- You must comply with the rules on opening hours and food safety.
It is not possible to submit an application for pitches on council land at any time of the year.
As there are a limited number of locations available, the local authority is using a public selection process. This ensures that every business owner has an equal opportunity.
This procedure does not apply to pitches on private land.
When can you register?
The local authority organises an enrolment round twice a year:
- February;
- September.
Is a vacancy coming up? If so, we will publish a notice in advance. This will state:
- the location;
- the days available;
- the application deadline;
- which documents you need to provide.
The notice will be published at least 4 weeks before the application period begins.
We assess your application in three steps.
1. Is your application complete?
Your application must be complete and submitted within the specified deadline.
Is any information missing? If so, you will usually be given two weeks to provide the missing details.
2. Does your application meet the conditions?
Among other things, we assess against:
- public order and safety;
- the environmental plan;
- prosperity;
- other legal provisions.
A Bibob investigation may also form part of the assessment.
3. Are there several applications?
Are there several suitable applications for the same vacancy? If so, we will compare them on the basis of:
- additional offers (maximum 50 points);
- a clearly defined product range (maximum 10 points);
- design and use of materials (maximum 40 marks).
You must have at least 60 points obtain in order to be eligible for a licence.
The licence will be awarded to the applicant with the highest score. In the event of a tie, a draw will take place.

You will be required to pay an application fee when applying for a trading licence. You will still have to pay this fee even if your application is rejected.

- Permanent site licence on private land: €464.05

Use of municipal land (land use charge)
Do you use council land? If so, you will also have to pay a land-use tax.
The amount depends on:
- the location;
- the number of days;
- the number of square metres.
You will receive a quarterly tax assessment from Tribuut for this.
Electrical engineering
At some pitches, you can use the local authority’s electricity supply.
2026 rates per day
- Group 1: €22.00 (high-voltage current, frying and roasting)
- Group 2: €16.50 (refrigerated lorries, non-energy-efficient lighting)
- Group 3: €10.50 (cash register, scales, slicer and other equipment)
- Group 4: €5.25 (energy-saving light bulbs)
