Grant for Basic Meeting Places

Basic meeting places form part of the Grant Scheme for General Facilities: Basic Meeting Places under the Social Support Act (Wmo) and the Youth Act. Please note that not every meeting place is a Basic Meeting Place, so please read the conditions carefully.

At a Basic Meeting Place, you’ll find both professionals and volunteers. They help to run activities, welcome residents, or answer questions. You’re very welcome even if you don’t need any support! Just pop in for a cup of coffee, a chat, or if you’d like to join one of the communal meals.

Basic meeting places fall under the ‘General Services’ provision of the Social Support Act (Wmo). General services are intended to provide accessible and often collective support that precedes more intensive support, which is available on the basis of an assessment. Residents help one another, strengthen their networks and participate in society without needing to rely on individual support.

Please note: Every ‘Basic Meeting Place’ is a meeting place, but not every meeting place is a ‘Basic Meeting Place’. We only refer to a location as a ‘Basic Meeting Place’ if it has been designated as such under the ‘Basic Meeting Places’ grant scheme.

The ‘Basic Meeting Places’ grant scheme opens every five years for a new application and award process. In the meantime, it is not possible for new venues to join the scheme.

New applications may be submitted from 3 March 2026 to 28 April 2026.

When submitting your application, you must provide at least the following documents:

From 1 January 2027, there will be 17 Basic Meeting Places in the municipality of Apeldoorn, 13 of which will be in the various city districts and 4 in the villages. This is the result of the application process for grants for the Basic Meeting Places for the period 2027–2031.

If anything changes during the term of your grant, you are required to notify us. You can do this by using the form ‘Amend/Adopt’.

Examples of changes you must report include: a change in performance, a delay in implementation, or the cessation of activities or the termination of partnerships through which you carry out the activities. If in doubt, please contact your point of contact.

The local authority will assess whether the change gives rise to a need to amend the grant decision. You will then receive an amended decision.

Subsidised applications for Basic Meeting Places (2022 to 2024) have been extended until 2026 and must be completed by 31 December 2026 at the latest.

You must submit the interim report by 1 September 2026.

Please submit your application for approval by 1 May 2027.

Interim report

You must submit the interim report to your contact person by email before 1 September of the calendar year. To do this, please use the Excel file ‘Quantitative Application Form’ that you submitted with your grant application and complete the ‘Half-yearly Report’ tab.

Application for a ruling

Please submit the application for the grant to be finalised, together with the final accounts covering the full calendar year, before 1 May of the following calendar year.

This is the file that you will also use for your grant application and your request for approval. We would ask you to continue working in your own grant application file. This will help you avoid duplicating your work.

The annual report or the annual accounts are structured in the same way as the budget submitted with the grant application.

  • Auditor’s report for a grant of €200,000.00 or more

The audit report covers the audit of the financial accounts relating to the performance targets set out in the grant award decision and complies with the Inspection Protocol from the municipality of Apeldoorn.

  • Grant Scheme for Basic Meeting Places under the Wmo and Youth Schemes
  • The form asks for the file number. You will find this number on your grant decision, under ‘Our reference’ in the top left-hand corner.
  • When you fill in a form, we save your progress for you. This happens automatically when you move on to the next set of questions by clicking the ‘Next’ button.
  • You can view your submitted or temporarily saved application on your ‘My Business Page’ under ‘Your Business’ at mijnapeldoorn.nl (log in using eHerkenning or your username and password).
  • You can request for a postponement of the application submit for approval.
