The Security Department
On 1 June 2025, a new department was launched within the Apeldoorn municipal organisation: the Safety Department. Within this department, safety advisers, special investigating officers, supervisors, structural engineers and enforcement lawyers, amongst others, work together every day to ensure the safety of Apeldoorn. In short, this department brings together a number of disciplines that focus on both the social and physical safety of Apeldoorn. Colleagues within these disciplines complement one another. It is a department that is evolving. Over the next two years, the aim is to develop it into a fully-fledged department with a solid organisational structure that brings policy and implementation closer together.
There are currently 96 colleagues working in the department. A vacancy has arisen within the team for an enforcement lawyer specialising in Safety, the General Local Regulations (APV) and Special Acts. You will work closely with a fellow enforcement lawyer. You will also work alongside a senior enforcement lawyer, who will be on hand to answer any legal queries and support your development as an enforcement lawyer. This will give you the freedom to work independently whilst continuing to develop your skills within the field. Together with the policy advisers, we work on specific administrative tasks, such as tackling organised crime, public order and safety, and healthcare fraud. As an enforcement lawyer, you will make a significant contribution to this work.

What do we ask for?
You must hold at least a higher professional education (HBO) degree in law, with at least two years’ experience in the specific legal field required for this role. Experience in enforcement is preferred. You are friendly and enjoy working together towards a common goal. Furthermore, you are independent and keen to learn; you are able to navigate legislation, case law and specialist literature. You are curious and enjoy finding out how things work.
You keep a close eye on deadlines, work with precision and ensure that cases are dealt with efficiently.
You’re a good writer and you’re able to articulate legal arguments clearly.
You are not afraid to take a stand and can explain legal risks in a way that is easy to understand. You are also mindful of the consequences of enforcement decisions for residents and business owners. You have a good sense of when a case requires administrative attention and know when to escalate matters. You value collaboration. You regularly work alongside colleagues in the licensing and supervision departments.
Sometimes issues relating to public order and safety arise outside normal working hours. That’s why we ask for a flexible approach at such times. Security meetings take place on Mondays; it would be great if you could be available then. Finally, we value a healthy sense of humour – we work hard, but we believe it’s just as important to make room for fun and camaraderie.
