Draft request

• If it transpires that your plan does not comply with the rules set out in the Environmental Plan, or if the Environmental Plan provides for the possibility of an exemption.
• For large-scale construction projects or complex plans.

A draft request is not intended for:

• Common types of building alterations. For example, dormer windows, skylights, boundary fences, flagpoles, alterations to façades and window frames, advertising displays, solar panels on roofs, heat pumps and air-conditioning units.

Through the national Omgevingsloket, you can Rules on the map Check for yourself whether your (building) plan and its intended use are in line with the Apeldoorn municipality’s environmental plan.

The weighting model offers you, as the initiator, the opportunity to deviate from existing municipal rules and standards, provided that your plan contributes sufficiently to Apeldoorn’s 2040 objectives. The weighting model therefore allows us to offer you a bespoke approach to your initiatives. A distinction is made between initiatives within the city, in the villages and in the surrounding countryside. In the weighting model, you indicate, based on six themes, the extent to which your plan contributes to our ambitions. Using a points-based system, the council then assesses whether your plan is viable or not.

You must submit a draft application online via the national Omgevingsloket.

Steps in the procedure

1. You must submit an application via the national Omgevingsloket. Please check in advance which attachments you need to include
2. We will send you confirmation that we have received your application and let you know who is handling it.
3. We will announce receipt of the application in a notice published in the local council newsletter.
4. We are checking whether the application contains sufficient information to enable us to assess it properly (for example, drawings and studies).
5. The application is being assessed.
6. A decision on whether the initiative has a good chance of success will be made within approximately 10 weeks. In the case of minor and straightforward deviations, this will be done more quickly. You will then be notified of the decision.

Whatever your plans may be, local residents – and perhaps others too – will be affected by them sooner or later. It is therefore important that you inform them of your plans in good time and, where possible, involve them in the decision-making or implementation. We call this participation.

You will be required to pay a fee for the processing of a draft application for an environmental permit. The amount of the fee depends on the nature of the activity and the scale of the project. You can find the fees for the various activities in the Fees Regulation.
