Kayersmolen-Noord is the area between Laan van de Mensenrechten, the canal, Mezenweg and Kayersdijk. The site has traditionally been a business park, but over time it has become derelict and fallen into disrepair. A number of landowners and the local council have joined forces and aim to transform the area, step by step, into a development with space for 650 homes.
In 2023, the local council approved a plan for the area. This plan provides for around 650 homes. Most of the homes will be flats. There will also be a small number of houses with gardens. Of these homes, 35% will be social housing. In addition, 40% are intended for middle-income households, both for rent and to buy. The remaining 25% are more expensive owner-occupied homes. This ensures there is space for different groups, such as young people, families and older people. Parking will be provided in two above-ground car parks. These are for residents and visitors. This creates more space for greenery in the public realm.
In early May, the Council of State handed down its ruling on the appeal that had been lodged. Now that the zoning plan has become final, we can press ahead with preparations for the development of building blocks A and B.

The developer has applied for an environmental permit for the development of building block C. This permit is required to enable the proposed development at this location. The application was officially published on 18 December 2025 and has been under consideration by the local authority ever since. View the official publication.
