Orden Vitality Agenda

Most of Orden was built shortly after the war. You can actually divide the district into two neighbourhoods. On the one hand, you’ll find mainly owner-occupied homes, both terraced and detached. On the other hand, there are mainly rental properties, including terraced houses and flats. Around 6,300 people live in Orden, of all ages and backgrounds. Compared to other neighbourhoods, there are many single-parent families and people living alone. And one in five residents has a non-Western background.

More poverty and stress

General figures for the neighbourhood show that Orden scores slightly below average for Apeldoorn in many respects. Incomes are lower and there is more poverty. More people are on benefits or receiving social assistance. The health of some of the residents is also poorer. For example, they experience a great deal of stress, or they have a disability. As a result, they require more care. And if you look at the housing, it is striking that rental properties in particular are often poorly insulated. This means higher heating costs and more noise pollution.

A changing picture

We also asked residents how they experience the neighbourhood. This paints a mixed picture. Homeowners are generally more positive than tenants. Overall, residents feel that their neighbourhood has deteriorated rather than improved. Tenants, in particular, regularly say that they would like to move house. Residents are pleased with the local amenities. They feel there is a decent range of shops and sports facilities. They also appreciate that nature is close by.

Let’s get stuck in

It is clear that there is work to be done in Orden. Over the coming years, we will be working together to tackle this. We want to ensure that residents can enjoy living and working in Orden – even if they need a little extra help to do so. That is why, for example, we are investing in additional support, in community spaces and in the regeneration of the neighbourhood.

Agenda

Four areas will receive extra attention in the coming years. First and foremost, we are investing time in providing social support for residents, so that people can keep their lives on track or get them back on track. In addition, we are working to reduce the influx of vulnerable tenants. This will enable us to provide sufficient support for these people. We are also working to create a clean, safe and pleasant living environment. And we will be carrying out work on the homes and outdoor spaces. This includes, for example, insulating flats and drawing up plans for new-build projects.

More space for socialising We’re looking into whether there could be more opportunities for people to meet at the Orca community centre. And we’re trying to create more meeting places outdoors, such as benches and play areas. Stimenz, municipality
Reducing poverty If you have any questions about financial matters, you can already visit the ‘Centenkwesties’ helpdesk at Coda. We are looking into whether a similar helpdesk could be set up in the neighbourhood itself. If we hear that residents are struggling with financial matters, we’ll point them in the direction of suitable support.

Growing up safely and healthily in Orden We would like to establish a permanent base for youth work in the neighbourhood. We also want more staff for the Kindervreugd playground. This is a place where children and parents really feel seen. Furthermore, we will tackle nuisance caused by young people. And we are looking into whether the school can play a greater role as a unifying force in the neighbourhood.

More support for people with behaviour that is difficult to understand There are a relatively large number of people living in Orden who sometimes display challenging behaviour. This has a significant impact on both them and other residents. We are going to provide better support for people who are moving (back) into the neighbourhood from a care home. We are also trying to gain a clearer picture of which people need extra support. That way, we can all work together to support them.

Greater diversity among tenants in rental properties In some parts of the neighbourhood, many vulnerable people live in close proximity to one another. They lack a stable community around them. We are therefore looking into whether we can attract other people to the neighbourhood. For example, by allocating homes to young people who are keen to get involved in the community. This will make Orden more diverse and a better place to live.

Less noise pollution in rented properties We’re going to look into whether we can reduce noise transmission in rented properties. One way of doing this, for example, is to insulate a property whenever there’s a change of tenant.

Greener streets Greenery is good for your health and helps keep the neighbourhood cool during hot spells. We’re going to make the area around Orca greener. And where possible, we’ll make the street a bit greener whilst carrying out road maintenance. We’ll do this in consultation with the residents.

Less clutter
on the street		 We’re going to tackle the litter around the blocks of flats. We’re also giving the bins a colourful makeover. And a group of volunteers is very active in clearing up litter.

Less cluttered gardens Not everyone manages to keep their garden in good order. Fortunately, there are all sorts of volunteers willing to help with this. We’re going to let residents know about this. The housing associations are also helping to tackle the issue of gardens.

Road safety and parking When we start work on the road, we’ll assess whether any changes are needed for safety and parking. And we’ll use variable message signs to alert motorists to their speed. Municipality

Energy-efficient homes and energy-conscious residents Over the coming period, we will be devoting a great deal of time and energy to creating a sustainable neighbourhood.
