In 2024, the municipal council adopted the area vision for Beemte Broekland. In consultation with residents, the number of hectares earmarked for solar parks has been reduced to a total of 38 ha. The council, residents and project initiators are continuing to work together in a co-creative process, within the established framework, on the precise design and implementation of the solar parks.
Land in a wide strip along the A50 and near existing solar fields, such as the Bloemenkamp solar park, is being assessed should an initiative arise. The area vision identifies approximately 38 hectares of potential land for solar parks, including the existing Bloemenkamp solar park.
From November 2024 through to the summer of 2025, six consultation sessions were held with local residents regarding the integration of the solar parks into the landscape in Beemte Broekland. Residents’ input has led, amongst other things, to a lower east-west orientation of the solar panels, adjustments to the fringed edges and further development of the landscape integration.
On 25 June 2026, the municipal council issued a positive, conditionally binding recommendation regarding the application for the Nieuwe Wetering Solar Park. The council also approved a 30-year licence term, to be calculated from the date the licence becomes irrevocable. It was further agreed that the plan would be resubmitted to the council should any objections be lodged.
During the council meeting, the motion ‘Sustainable participation is something you have to learn’ was also adopted. The council asked the executive committee to hold further discussions with immediate neighbours and the developer on three key points before granting planning permission. The vote on the solar park took place under agenda item 12 of the council meeting: Watch the council meeting of 25 June 2026.
The draft decision on the planning permission was available for public inspection for six weeks, from 7 July to 18 August 2026. During this period, anyone could submit their views.
Following the motion tabled by the municipal council, a further meeting took place on 4 August with immediate neighbours, TPSolar and the local authority. Discussions centred on the accessibility of the solar park for wildlife, the security wires on the fencing and the integration of the battery containers into the landscape.
The views submitted will be assessed and incorporated into a memorandum on the views received. As views have been submitted, the application will be resubmitted to the council for a final, binding recommendation, as decided by the council on 25 June.
