This Regional Deal aims to promote broad prosperity by investing in the programme areas of ‘Sustainable’, ‘Diverse’, ‘Local’ and ‘Vibrant Region’. Grant schemes under the Regional Deal:
The following applies to the first tranche (applications submitted by 1 November 2024) Regio Stedendriehoek ‘Stronger in 3D’ Regional Deal Grant Scheme’.
The following applies to the second tranche (applications submitted between 9 February 2026 and 10 April 2026) Regio Stedendriehoek ‘Stronger in 3D’ Regional Deal Grant Scheme – second tranche.
It is no longer possible to submit a new grant application.
The following applies to applications submitted between 9 February 2026 and 10 April 2026:
All project proposals are assessed against the grant requirements. These must be met. The independent advisory committee then carries out a substantive assessment. You will be informed in July 2026 whether the project will be part of the Regio Deal.
The Stedendriehoek Region’s website also sets out all the steps in a roadmap.
For the first tranche, as a grant recipient, you will be required to submit an annual progress report from 2026 onwards. For the second tranche, you will be required to submit an annual progress report from 2027 onwards.
You must submit the progress report by 1 April. This report should include, amongst other things, the status of the activities and the expenditure. Please use the format provided by the Stedendriehoek Region.
If there are any changes to the implementation of the project (changes to the activities or budget amounting to more than 20%), please report this within four weeks via the ‘Grant Approval/Amendment’ form’.

Once the grant has been awarded, you will receive it as an advance payment. The regional treasurer, the municipality of Apeldoorn, will check retrospectively whether you have used the grant for the purpose for which you applied for and received it, and whether you have met all the conditions. You must submit a request for final approval no later than 13 weeks after the completion of the subsidised activities. You can do this via the ‘Amend/Account’ button at the top of this page. You will receive a final settlement decision from the regional treasurer, the municipality of Apeldoorn, within 13 weeks.
State aid is the direct or indirect provision of financial support to businesses by public authorities. In principle, this is prohibited and must be notified to the European Commission for approval. There are a number of exemptions which make it possible to provide financial support without notifying the European Commission.
In the case of a number of projects, it has become apparent that, once the grant ceases, this would constitute state aid which is permitted under an exemption regulation.
Grant awarded under the AGVV
With regard to the activities covered by the grants listed below, we have concluded that the grant may be awarded pursuant to Commission Regulation (EU) No 651/2014 of the Commission of 17 June 2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty (OJ EU, L 187/1), as amended on several occasions since 2014, most recently by Commission Regulation (EU) 2023/1315 of 23 June 2023 (OJ EU 2023, L167/1, hereinafter referred to as the General Block Exemption Regulation (GBER).

Grant awarded under the LVV
With regard to the activities covered by the grants awarded below, we have concluded that the grant may be awarded pursuant to Commission Regulation (EU) 2022/2472 of 14 December 2022, which declares certain categories of aid in the agricultural and forestry sectors and in rural areas to be compatible with the internal market pursuant to Articles 107 and 108 of the Treaty on the Functioning of the European Union (OJEU 2022, L 327/1), hereinafter referred to as the Agricultural Exemption Regulation (AER).

Grant awarded under the de minimis Regulation
With regard to the activities covered by the grants set out below, we have concluded that the grant may be awarded in accordance with Commission Regulation (EU) 2023/2831 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid (OJEU 2023, L of 15 December 2023), hereinafter referred to as the de minimis Regulation.
