Every year, central government provides funding to local authorities to help them support adult residents who are struggling with language, numeracy and/or digital skills. As the lead local authority, Apeldoorn receives these funds, and each local authority uses its own share for projects, courses and training programmes that its residents can attend.
Organisations can apply for grants for the following purposes:
- The further development of language centres offering non-formal education activities
We award this grant to ANBI organisations that have experience in further developing a language centre and that collaborate with relevant organisations and networks in the labour market region. Please refer to Chapters 1 and 2 of the grant scheme. - Local projects
We award this grant to ANBI institutions and other organisations. A project must be aimed at improving participants’ basic skills and promoting their self-reliance and participation. Its content must relate to at least one of the following topics:- (re-)integration
- links with vocational education
- financial independence
- parental involvement and education
- health

Conditions for local projects
- The application must not relate to activities for which funding, in whatever form, has already been or is being provided by the local authority in which the project is being carried out;
- Both volunteers and qualified teachers/trainers are deployed or involved;
- There is one lead applicant per project who submits the application;
- We award a maximum grant of €25,000 per project;
- We set an annual grant ceiling for each local authority. The amount applied for by each local authority must not exceed this ceiling;
- Only activities that focus on (aspects of) the learning outcomes set out in the Education and Vocational Training Act (WEB) are eligible for funding; See: https://wetten.overheid.nl/BWBR0032543/2018-01-01;
- A project must be innovative or build on an existing project that has received funding in previous years through the grant scheme local adult education projects;
- The organisations participating in the partnership provide free participation in the monitoring of adult education; this applies both to the (output) measurement carried out by Statistics Netherlands (CBS) as part of its ‘Beeld Volwasseneneducatie’ initiative and to the (outcome) ‘Impact Assessment of Adult Education & Low Literacy’ carried out by Maurice de Greef.
- This year, we are using a tender procedure to allocate the grant amongst the applicants:
A ranking of grant applications based on a comparative assessment. An assessment will follow if the total amount requested exceeds the amount available (grant ceiling for local projects). We assess and rank the applications by priority area using the assessment criteria (the tender criteria set out in the scheme). The highest-quality applications are ranked highest and are the first to be eligible for a grant. We then award grants in order of tender score until the specific sub-ceiling is reached.

The period during which you can submit an application runs from 23 December 2025 to 21 February 2026.
You can submit your grant application by clicking the button above. You must include the following supporting documents with your grant application:
- A substantive plan of no more than four pages in which you describe all the specific criteria set out in the grant scheme, in the same order.
- A budget
- A statement of cooperation between the parties (this is only required for local projects) Sample statement (Word, 21 kB).
You must submit an online application for a final assessment once the financial year has ended. You must do this by 1 May 2026 at the latest.
When submitting your application for approval, you must always attach a report on the activities, including a financial statement of expenditure.
