RegelRecht scheme

If your household income is less than 130% of the minimum, you can make use of the RegelRecht scheme. This scheme is included on the Stadspas. It entitles you to discounts at certain shops. It also applies to activities such as swimming and theatre visits. Are you currently receiving debt counselling from Apeldoorn Council? If so, see below to find out how to apply for this scheme.

If you are eligible for the RegelRecht scheme, you will be issued with the Apeldoorn City Pass. The pass entitles you to discounts at shops, clubs and organisations. On the page listing City Pass providers places where you can use your Stadspas credit.

How do you activate the card?

You will receive the card by post within three weeks of applying. A few days later, you will receive a code and a letter. The letter explains how to enter the code onto the card. Once the code has been entered onto the card, you can have your card scanned at participating shops to receive a discount.

The City Gift Voucher is valid from 1 March to 1 March of the following year.

If you are currently receiving debt counselling, you can also apply for the RegelRecht scheme. It does not matter if your household income exceeds 130% of the social minimum. You can apply for the scheme via the button above. 

You are entitled to a Stadspas credit if you meet the following conditions:

  • You are aged 18 or over
  • Your household income is less than 130% of the minimum (see the table or if your income remains below this amount)

The following applies to students:

  • You are aged 18 or over
  • You are a single parent who is a student, and your income does not exceed 130% of the social assistance standard (excluding holiday allowance) (see the table or if your income remains below this amount)

Examples:

  1. Is your income 110% at or below the minimum? If so, you will receive a Stadspas credit of €75.00 for yourself and any partner and/or child(ren) under the age of 18 living with you.
  2. Is your income between 110% and 130% of the minimum? If so, you will receive a Stadspas credit of €50.00 for yourself and your partner (if applicable) and/or €75.00 for your child(ren) under the age of 18 living at home.
  3. Students: you can only apply for a Stadspas credit if you are a student and a single parent.

Apply yourself

You can apply for the scheme from 1 March until 31 December at the latest.
Please note! You must reapply for the scheme yourself every year, unless you are receiving social security benefits.

  • Your DigiD and your partner’s DigiD, if applicable                        
  • Your income details and those of your partner, if applicable

Duration: Three weeks
Cost: €0

You must provide details of your income and, if applicable, that of your partner. This will demonstrate that you meet the eligibility criteria. Please keep original supporting documents, such as payslips and bank statements, in a safe place. We may ask you to provide these up to one year after the date of approval.

Please note: if you are married, you will not see your partner’s details during the application process. You can enter these yourself to continue with your application.

Is your partner registered at a different address to you? If so, you cannot apply together. You should also apply for the scheme separately if you are married and both live in a care home.

If we approve your application, you will receive your city pass within three weeks.

Applications on behalf of someone else

Are you a guardian, a family member or a social worker, and would you like to apply for a Stadspas credit on behalf of someone else? If so, please send an email to inkomensondersteuning@apeldoorn.nl. We will then send you a separate application form.

Don’t have internet access or an email address? Then ask your family, friends or a support worker for help. 

Children

Your children may be eligible for a RegelRecht scheme if you

  • are on a low income
  • has a child or children under the age of 18 living at home for whom you receive child benefit or foster care allowance
  • or are part of a statutory debt restructuring scheme or a debt settlement scheme through Stadsbank Apeldoorn

Then take contact with the local council.

In addition, your child may be entitled to the children’s scheme.
