  • You own a building that is authorised for residential use.
  • The property is situated within the built-up area.
  • The maximum number of rooms that may be let individually is four. If there are five or more rooms per property, an assessment will be made as to whether an exception to the policy can be granted. If you have one or two rooms to let per property, you may do so without an environmental permit.
  • The minimum usable floor area per individual room available for rent is 10 m².
  • The occupants of the room have access to at least one communal facility (such as a kitchen, bathroom or toilet) of a sufficient size.
  • The property has outdoor space and ample parking facilities.
  • The distance from the property to another let property is more than 50 metres.
  • A property let out as accommodation must comply with the technical and fire safety requirements of the Decree on Buildings and the Built Environment. See also the central government website.

  • A cadastral site plan (1:1000)
  • Proof of ownership of the property used for letting rooms
  • A floor plan showing the current layout of the property let out as rooms (scale 1:100), with usable floor area measurements indicated.
  • A floor plan showing the revised layout of the room-let property (scale 1:100), with floor area measurements indicated. It shows which rooms the tenants use and where to install smoke alarms and fire extinguishers.
  • Site plan for on-site parking. If there are no or very few parking spaces on site, a parking demand study will be required. Read more about the Parking policy (PDF, 2.8 MB).
  • The Bibob Act: In addition to the information listed above, under the Bibob Act you must also provide the information specified in the Bibob questionnaire (PDF, 3.2 MB) on our website.
  • Fire safety: If there are five or more rooms, a fire safety usage notification must also be submitted.
  • Migrant workers: If you are going to let rooms to migrant workers, you will need a ‘Licence to let accommodation to migrant workers’ from 1 July 2026. Further information can be found at: Webpage: Rental licence for accommodation for migrant workers.

The procedure is as follows:

  • You can apply for the environmental permit for letting out rooms via the national Environment counter. You will need a DigiD or eHerkenning for this. This applies to both new licences and amendments to existing licences. A new licence is also required if the owner of the property used for letting rooms changes and the new owner wishes to continue letting rooms.
  • In the Omgevingsloket, go to the ‘Applications’ tab. In step 3, select the activity ‘construction work (environmental plan) – planning permission application’. Then complete the form and attach the required supporting documents. The local authority will assess your application on the basis of the Policy rules on room letting and property subdivision.
  • The local authority assesses the application for letting a room against the The Bibob Act. To do this, fill in the Bibob questionnaire.pdf in, and attach the required supporting documents. For further information and details on how to submit the Bibob questionnaire, please visit our Bibob Act webpage. Please ensure that this is submitted at the same time as the application for an environmental permit.
  • If the application for an environmental permit or the Bibob questionnaire has not been submitted in full, we will ask you once to provide the missing information. If you fail to submit the requested information, submit it incompletely, or submit it after the deadline, the application will be rejected. Under the Bibob Act, failing to provide the information, providing it incompletely or providing incorrect information is classified as a ‘serious risk’ as referred to in Article 3 of the Bibob Act, and the requested permit will be refused.
  • The licence granted will be published.
  • Interested parties (such as local residents) may lodge an objection within six weeks of the decision being published. If this happens, the local authority will reconsider the decision.

The fee for processing an application for an environmental planning permit for letting out rooms (conversion permit) is €699.

You will also have to pay the costs if:

  • we will refuse to grant you the licence.
  • We are obliged to disregard your application because, despite our written request, you have provided no or insufficient information. As a result, we are unable to assess your application properly.
