Initiator, authorised representative and appointing an authorised representative.

Initiator (applicant)

The project initiator is the client for the project. This is usually the owner or tenant. A planning permission is issued in the name of the project initiator, and the fees charged by the local authority are also payable by the project initiator. Please note that once an application has been submitted, we can no longer change the name on the permit.

Authorised representative

The project initiator may authorise someone to handle the application on their behalf. The authorised representative has almost the same rights as the project initiator. These include submitting applications and notifications, amending and withdrawing applications, and initiating new applications within the project. If an authorised representative is involved in an application, the local authority will communicate with them whilst the application is being processed. The final decision will be sent to both the authorised representative and the project initiator.

How can you authorise someone via the Omgevingsloket?

You can do this via the national Omgevingsloket. You can authorise a person or organisation. You do this by adding a participant to the project and assigning them the role of ‘authorised representative’.

Scenario 1: the applicant initiates the application and wishes to authorise someone
Log in to ‘My Environmental Services Portal’

• Click on the name of the project to which you wish to add a participant.
• Under ‘My projects’, click on the ‘Participants’ button.
• Click on ‘Add participant’.
• Enter the email address of the person or organisation you wish to authorise.
• Select the ‘Authorised User’ role.
• Click on the ‘Send activation code’ button.
• The authorised representative then logs in to ‘Mijn Omgevingsloket’.
• The authorised representative clicks on ‘Enter activation code’ and enters the activation code they have received.
• The authorised representative has been added to the project.

Scenario 2: the authorised representative can also initiate the application
The authorised representative must then still add the applicant. This must be done before the application is submitted. Otherwise, both the application and the fee notice will be in the authorised representative’s name. Please note that once submitted, it cannot be amended.

• Log in to ‘My Environmental Services Portal’.
• The authorised representative creates a project.
• Under ‘My projects’, click on the ‘Participants’ button.
• Click on ‘Add participant’.
• Enter the email address of the person or organisation you wish to authorise.
• Select the ‘Initiator’ role.
• Click on the ‘Send activation code’ button.
• Once the project initiator has entered the activation code, you will automatically become the project administrator.

Please note: When submitting an application or report, you must provide your contact details. This will enable the local authority to contact you regarding your application or report. Please ensure that your email addresses and telephone numbers are entered correctly.

An application for an environmental permit under the Environment Act is a formal legal procedure.

A telephone appointment is primarily intended for simple enquiries, such as whether a tree-felling permit is required at your location, or to request information or assistance in finding information online. For complex or detailed enquiries, such as the options for building without a permit, we recommend making an appointment to visit the Apeldoorn Environmental Services Centre.

The environmental plan sets out the building and land-use options for plots of land and buildings. You can view the environmental plan online via the national Environment counter under the ‘Rules on the map’ button.

Planning permissions (formerly building permits) are public documents and available for inspection. These permissions are archived at the CODA (Archive)

To view these items, you can visit CODA Apeldoorn in person. You can find out about CODA Apeldoorn’s online services on its website.

If you have any questions regarding your submitted application, please contact the member of staff handling your case directly. This officer’s contact details are set out in the correspondence you have received from the local authority. If you have authorised someone else to submit the application on your behalf, all correspondence will be handled via that authorised representative, who will have the relevant contact details.

Applications for and grants of planning permission can be found on the national website for Official Notices. The notice of applications submitted is intended to inform you. The application has yet to be processed. Once a decision has been made, this will be published again. Only then will you be able to inspect the documents. The documents relating to the environmental permits applied for (which are therefore still being processed by us) are not available for inspection.

We can send you the documents relating to the environmental permits that have been granted upon request. You can submit your request via infoomgevingsloket@apeldoorn.nl stating your address and case number.

You can visit the website www.overheid.nl Click the ‘Stay informed’ button if you would like to be notified by email about planning permission and spatial planning regulations in your neighbourhood. You will then receive a notification if anything is happening within a radius – which you can set yourself – around your home.

Are you planning to build or renovate something? Use the Planning Permission Check on the national Environment counter to find out whether you need a planning permission for your plans, whether you need to submit a notification, or whether they are exempt from planning permission.

The council wants to preserve the trees as much as possible. That is why a permit is often required to fell trees. There are no longer any areas in Apeldoorn where no felling permit is required. You can check whether you need a permit using the Permit Check on the national Environment counter. Enter the address, and type the word ‘tree’ into the search field. Then click on the word ‘tree’ in the list and select ‘maintain or remove a tree or other vegetation’. Answer the questions.

You are required to notify the local authority before removing and disposing of materials containing asbestos. In some cases, as a private individual, you may remove and dispose of asbestos yourself, subject to strict conditions. For the (partial) demolition of buildings For the (partial) demolition of buildings, a demolition notification is often required, and in some cases a planning permission is also required.

You can check whether you need to submit a notification and/or apply for a permit using the Permit Check on the national Environment counter. Enter the address, and type the word ‘demolition’ into the search field. Then click on the phrase ‘demolition of a building’ in the list. Answer the questions.

An environmental permit is required to create and/or alter an entrance or exit. Information on this can be found on the webpage constructing or altering a driveway.
