Request for information or Woo request

If you are unable to find certain information or documents on our website, in a library or via other channels, you can request them from us by submitting an information request or a Woo request. Please note: the information you request must relate to the council’s responsibilities. For example, it must concern policy, decisions or services that we provide.

A request for information is intended, for example, for:

  • data or documents intended for personal use. For example, factual information (how much, how often, why, and so on).
  • Documents you need to make an objection or a complaint

The information you request via an information request will only be shared with you and will not be made public.

You can also request information about your own personal data. In that case, this is usually a request for access under the General Data Protection Regulation (GDPR).

By submitting a request under the Open Government Act (Woo), you are asking for documents held by the local authority but which have not yet been made public. If your request is approved, the information will be made public for everyone to see.

The council already makes a great deal of information from and about our local authority publicly available. It is therefore not always necessary to submit a Woo request.

More information

You can submit a request:

  • Online via our website (with or without DigiD)
  • By post

Please make your request as specific as possible. That way, we can help you better.

  • You will receive a reply within four weeks
  • Sometimes it takes longer to gather and assess all the documents. In that case, we will extend this deadline by two weeks. You will be notified of this.
  • If you request documents that mention other organisations, those organisations will be given the opportunity to respond before we make the documents public. In that case, the time limit will also be extended.
  • In the event of an extension, we will discuss the next steps with you.

Sometimes we are unable to meet your request (in full). For example:

  • When it comes to confidential personal data or business information.
  • If disclosure could jeopardise the security of the Netherlands.

In that case, we will redact parts of the documents (we refer to this as ‘redacting’). We will explain why in the decision you receive.

If you disagree with the decision, you can to object.

Do you have any questions about what information is publicly available, or would you like help finding documents from the local authority? If so, please contact our housing liaison officer.

This person will help you with:

  • finding public information;
  • questions about the Open Government Act (Woo);
  • the progress of the implementation of the Woo within our local authority.

Send an email to woo-informatie@apeldoorn.nl. The Woo contact person will then get in touch with you to assist you further.

Planning permissions (formerly building permits) are public records and can be viewed. Permits issued before 2001 are archived at the CODA. To view these documents, you can visit Coda in person.

Planning and environmental permits issued from 2001 to the present day are held at the town hall and can be viewed at the Omgevingsloket counter. To do so, you will need to appointment to make.
