Data from sensors can be a very useful way of gaining an insight into the city. But what exactly are they measuring? Privacy and ethics are key issues within the “Smart Measurement” initiative in Apeldoorn. We regularly reflect on ethical issues in this context. In doing so, we always ask ourselves: “Do we want to do what is possible?”.
To answer this question, we draw on the expertise of various organisations. For example, we use the book ‘Smart and Liveable – safeguarding interests in the digitising municipality’ as a guide. This book describes how various projects within Slim Meten align with the norms and values of our society. They use what are known as ‘public values’ for this purpose. These are privacy, autonomy, safety, justice, control over technology, human dignity and the balance of power. These are difficult questions, but we do not shy away from them. With every new development, we consider its impact on our standards and values and discuss this with our partners. Together, we then weigh up the options, always putting the interests of the city’s residents first.
The municipality of Apeldoorn has endorsed the Tada movement’s manifesto. In practice, we also adhere to the principles for the digital society drawn up by the VNG.
