Hoenderloo is situated in a beautiful spot in the municipality of Apeldoorn. The Hoge Veluwe, the Deelerwoud and the Hoog Buurlose Heide: they’re all nearby. People enjoy living there and tourists love visiting. The village has around 1,500 permanent residents.
Hoenderloo has a character all of its own. There’s still a real sense of community here. Residents look out for one another. They organise all sorts of things: there’s a thriving community life. However, the group of active volunteers is getting older. Young people could take up the baton. But they often move away because there are few affordable homes. Many houses are bought by people from outside the village. The challenge is to ensure that the village spirit remains strong.
Fortunately, local residents are rolling up their sleeves and doing their bit to tackle this issue. They are looking at ways to keep local clubs and activities going. It is also important that sufficient facilities remain in place – such as the school, shops and healthcare services. The local council and other organisations are working hard to support this.
Together, we are exploring ways to provide more suitable housing. First and foremost, of course, for young people: they are the future of the village. But just as importantly for older people who want to downsize or need more care. There are few suitable homes for them either. We’re also looking at how we can make the village even more attractive and better organised.
Hoenderloo wants to be a welcoming place, but safety and peace and quiet are also important. Because of the large number of tourists, the roads can sometimes be busy and dangerous. It would help if people came into the village by bike or on foot more often. There are already some great ideas for this.
Together, we have drawn up a list of what needs to be done to keep Hoenderloo running smoothly. Over the coming period, we will be getting to work on the action points on the agenda.
Between 2024 and 2034, we will be focusing on five key areas. First and foremost, the character and atmosphere of Hoenderloo. Together, we will ensure that the village remains a friendly and vibrant place. We will also be focusing on the social environment. It is important that everyone enjoys living here, even if they need more care. We are working on traffic management so that everyone can use the streets safely and it does not get too busy. We are looking at outdoor spaces: how can we keep them tidy and attractive? And we are working to ensure there is enough housing for young and old alike.

A sustainable village house with a cosy living room and kitchen |
Lots of people come to the Dorpshuus for activities. For example, for the popular communal lounge. We want to extend that lounge and its kitchen. In fact, the whole building needs to be refurbished and better insulated. That will make it more usable and reduce energy costs. We’re going to get started on this. |

Good support for people who need it |
Some residents suffer from loneliness, poverty or other problems. A great deal can be achieved with the help of neighbours, friends and family. But that is not always enough. Organisations in the village are working more closely together to help these people. |

A flexible approach to building and housing regulations |
The local authority has rules governing building and housing. These are set out in the Environmental Plan. Certain rules are set to change, but not until the future. As a result, residents or businesses are sometimes unable to carry out a building project at this stage. For example, the construction of a care home. We are looking into whether we can apply the rules more flexibly. There are also different rules within and outside built-up areas. That isn’t always practical. We’re looking into whether that can be changed. |

Enough homes for all ages |
More housing is needed in Hoenderloo. We will be working on the following issues: • Owner-occupied properties in the village are now sometimes sold as second homes. Or they stand empty because they have been bought by property dealers. That is not the intention. Stricter rules are to be introduced to address this. • A village residents’ association has a plan to build 15 new homes for young people. • Some older people would like to move to a smaller rented property, but this is difficult. We are looking into ways of making this easier. • Some of the rental properties in the village are currently being let to people from outside Hoenderloo. We are working together to see if the rules can be changed. The aim is for tenants to have a genuine connection with the village. That way, the village spirit will be preserved. |

We would very much like the school to remain in the village. The school and the childcare centre at IKC Hei & Bos have now been in operation for five years.
