Regional Policy Adviser, Midden-IJssel/Oost-Veluwe Healthcare Region

The eight local authorities in Midden-IJssel/Oost-Veluwe are collaborating on the procurement of youth support and services under the Social Support Act (Wmo), as well as on the transformation of youth care. Together with other disciplines, we are working on the procurement and further development of youth care. As regional local authorities, we are working to provide high-quality and affordable youth support. Our aim is to enable as many children as possible to grow up at home, to offer all children the opportunity to develop, and to help vulnerable young people get off to a good start on their journey towards independence.

We are looking for a driven and ambitious policy adviser for a minimum period of one year, who is capable of tackling regional and supra-regional policy issues, in relation to procurement and transformation, and to shape them in collaboration with the eight local authorities and, at a supra-regional level, with the regions of Gelderland. As a policy adviser, you will be responsible for the progress of these issues. You will liaise with the policy advisers from the eight local authorities, as well as with healthcare providers and policy advisers from other regions in Gelderland. In addition, you will act as a point of contact for the local authorities regarding access to the products developed by the region.

Here’s what you’ll be doing
You are employed by Apeldoorn Council, but you work for the regional team of the Midden-IJssel/Oost-Veluwe Healthcare Region. How the eight local authorities intend to organise this in future, from mid-2027 onwards, is currently under discussion.

You will be working within the regional team alongside 25 colleagues in various roles. Within this team, the regional policy adviser makes a policy-related contribution to the procurement and transformation of youth care and to translating the regional Framework Agreement into policy. The policies you develop make a real difference to young people in our region. 

Working in close collaboration with the policy advisers from the eight local authorities, you will ensure that the wishes and requirements of these local authorities are properly reflected when it comes to regional policy issues. Together with them, we will develop a multi-year transformation agenda and work on the basis of a joint policy plan. The following topics are currently of particular relevance: policy developments and transformation arising from the reform agenda; the further development of regional care services such as treatment and residential care; supra-regional cooperation on the crisis response chain; essential functions; and the phasing out of Youth Care Plus and three-environment care. 

You will take concise notes to support regional policy development. You will take part in working groups relating to the further development of healthcare products. You will represent the region in supra-regional working groups and act as a point of contact for policy advisers and the eight local authorities.

  • A salary of at least €3,823 (scale 10) (entry-level scale) and up to €6,251 gross per month (scale 11) for a 36-hour working week.

Things to bring with you
You are genuinely keen to make a difference to young people and their parents, and to contribute to high-quality care and support through new developments at a strategic level. You look beyond your own area of expertise and have a broad overview of the youth care landscape. In addition, you connect easily with others, have a bird’s-eye view, and are confident and self-assured. You also know how to bridge the gap between policy and implementation, striking the right balance between a resident-centred approach, effectiveness and efficiency. You translate (national) developments and information drawn from data sources into policy. You are also able to initiate the appropriate interventions and actions to adjust policy where this is desirable or necessary. In doing so, you remain attentive to the interests of all those involved. 

You have:

  • At least higher vocational education (HBO) level of working and thinking;
  • A thorough understanding of the Youth Act and an interest in the social sector;
  • Excellent communication skills: both verbal and written;
  • Experience of working for local authorities or youth support organisations, and experience of providing policy advice in the field of youth;
  • The ability to put policy into practice in a way that makes it workable.
