Project grant scheme Culture

The Culture Projects Scheme is designed to support initiatives by associations and foundations that contribute to cultural activities for our residents and/or the cultural sector in Apeldoorn. The activity must therefore take place in the municipality of Apeldoorn, but the organisation does not need to be based in Apeldoorn. The Culture Projects Scheme supports projects up to €30,000. Grant applications can be submitted throughout the year. An organisation may submit a maximum of one application per year.

A grant is an entitlement to money from the community. It is usually a one-off amount that you therefore have to apply for again and again. With that amount, the applicant makes a contribution to realise the municipality's established policy. For example, in the field of care and welfare, education, sports, art and culture, integration and recreation.

These may be organisations and facilities to which the municipality makes a financial contribution, such as sports clubs, the library or playgroups. Small-scale initiatives by residents or foundations are also supported if they fit within the policy.

Each type of grant has its own ‘rules of the game’. Such as the amount of the amount, how you apply for it and how you have to prove that you spent the money correctly.

The higher the amount, the more rules and checkpoints.

The main conditions are:

  • Applications must fall within the cultural policy of the municipality of Apeldoorn.
  • The amount of grant applied for is a maximum of 50% of the total budget.
  • Only associations and foundations may submit an application under the Culture Projects Scheme.
  • An organisation’s regular activities are not eligible for the Culture Projects Scheme, with the exception of performance activities carried out by amateur arts organisations.

Organisations that already receive a grant of more than €75,000.00 from the municipality of Apeldoorn may, subject to certain conditions, apply for additional funding under the Culture Projects Scheme. For example, an equivalent social partner must be involved in the project, and the project must not be covered by the grant agreements between the municipality of Apeldoorn and the organisation in question.

Grant applications can be submitted at any time of the year. There must be at least six weeks between the submission of your application and the start of the project. Under this scheme, you can apply for a minimum of €500 and a maximum of €30,000. The grant amount applied for may not exceed 50% of the total budget.

Your application consists of an activity plan, a budget, a marketing and communications plan, and a funding plan.

1. Activity plan

In the activity plan, please provide a brief description of the project.

Your plan clearly reflects the answers to the following topics:

Artistic quality

Describe what the project involves, and what its aim and ambition are. Explain how this aim will be achieved and what knowledge and experience will be drawn upon. State whether it is a new project or one that has been carried out before.

Significance for Apeldoorn

Describe how the project contributes to the cultural offering in Apeldoorn. Describe the target group(s) taking part in the project and how these groups are reached. Indicate how the project ties in with the local context (e.g. in terms of content or theme) and whether there is collaboration with partners within the municipality of Apeldoorn.

Organisational quality

Provide an overview of the project’s planning, from development through to implementation. Provide an explanation of the budget, demonstrating that the costs are proportionate to the project’s objective and that funding from various sources is feasible.

2. Marketing and communications plan

Please describe how you will reach visitors or participants and inform the people of Apeldoorn about your activities, and what resources you will use to do so. If your project has a specific target group (for example, young people, artists or members of the LGBTQIA+ community), please explain how you will reach this specific target group.

3. Budget and funding plan

Please attach a budget, in which you specify and/or explain the income and/or expenditure in relation to the project plan. The budget must balance and should only include expenditure relating to the project. In the funding plan, you should indicate what other income, contributions or grants you are using to fund the project.

including other public authorities, public funds and this grant scheme

Applications are assessed against the above criteria. Only applications that are rated as satisfactory in respect of all assessment criteria are eligible for a grant, provided that the grant ceiling has not yet been reached. The council may also decide to award a partial grant.

Applications are assessed in the order in which they are received.

The grant ceiling under the Culture Projects Scheme for the calendar year 2026 is €350,000.
