2. Response to the findings of the IGJ report ‘Inadequate support for young people with complex problems in Hoenderloo’

Proposal from the Social Development Policy Department:

1. To adopt the council letter ‘Response to the findings of the IGJ report ’Insufficient appropriate support for young people with complex problems in Hoenderloo”’;
2. The Presidium is requested to forward the council letter to the municipal council.

Decision: The council decides in accordance with the proposal.

3. Resolution on the multi-year labour market agenda and the cooperation agreement between the Veluwe/Stedendriehoek labour market region and Werkcentrum

Proposal from the Social Development Policy Department:

1. Adopting the multi-year labour market agenda for 2026–2030, which has been drawn up by the various partners within the labour market region and provides the policy framework for cooperation in the coming years;
2. Adoption of the cooperation agreement, including technical amendments to Article 6 ‘Decision-making’, which is linked to the multi-year labour market agenda. This agreement will be reviewed in mid-2027. This review may lead to amendments, following which it will be resubmitted to the executive committee;

3. To take note of the accompanying ‘Regional Labour Market Overview 2025’, which sets out an analysis of the labour market region and thus provides the starting point for the multi-year labour market agenda;
4. To take note of ‘Administrative Organisation for Financial Hosting and Mandate Arrangements for the Veluwe Stedendriehoek 2026’. This is an updated version of the document, but contains no substantive changes compared with the document attached to the previous cooperation agreement;
5. To inform the Regional Council of the Veluwe/Stedendriehoek labour market region of your decision;
6. Share your decision with the municipal council. A reservation applies to regional decision-making, as decisions are taken by partner organisations only after the decision has been taken by the Executive Committee of Apeldoorn.

To the Mayor:

1. To grant power of attorney to the Councillor for Work and Income to sign the cooperation agreement.

Decision: The council decides in accordance with the proposal.

Decision: The mayor grants the councillor for Work and Income the authority to sign the partnership agreement.

4. Further pressure on the reception of asylum seekers and displaced persons: approach and measures

Proposal from the Social Development Policy Department:

1. To express the intention to adopt a comprehensive approach to the reception of asylum seekers and displaced Ukrainians. The aim is to work with the Minister for Asylum and Migration, in close consultation with the King’s Commissioner and the chair of the VNG’s Asylum and Reception Committee, to reach comprehensive agreements that will make our overall task achievable;
2. As a first step in this approach, an empty wing of the school building at Waleweingaarde 103 is to be put into immediate use as emergency asylum accommodation (for 240 people) for a maximum period of one year (counting from the date it is taken into use), on condition that no further hotels in the municipality of Apeldoorn are taken out of service by the COA for the purpose of providing accommodation;
3. To request the COA to carry out a feasibility study as soon as possible into the possibilities of converting the vacant premises within the Waleweingaarde into a regular reception centre. To keep the municipal council informed of progress and, in due course, to seek (binding) advice from the municipal council in connection with the necessary planning permission;
4. To approve the COA’s continued use of the Fletcher Hotel Schalterdalweg (Beekbergen) for a maximum period of 1.5 years (or for as short a period as is feasible), with the intention of relocating this accommodation to Waleweingaarde 103;
5. To adopt the attached draft council letter and send it under embargo until 16 April 2026;
6. To approve the attached letters to local residents and to send them to residents living near both sites;
7. Pursuant to Article 5.1(4) of the Woo, to decide to defer the publication of the above proposal, explanatory notes and accompanying documents until 16 April 2026, once the interested parties have been informed.

Decision: The Executive Committee decides in accordance with the proposal, subject to the inclusion of editorial amendments.

The decision will be made public on 16 April 2026.

5. Funding for organisations working on domestic violence, child abuse and women’s refuges

Proposal from the Social Development Policy Department:

1. To note that, as the central municipality, Apeldoorn is responsible for the funding arrangements with the organisations receiving grants to tackle domestic violence, child abuse and provide women’s refuges;
2. To note that the funds made available under the DUVO (Decentralisation Scheme for Women’s Shelters) are insufficient;
3. To award a one-off additional grant of €107,000 and to take this into account in the inevitable developments set out in the MPB 2027–2030, so as to ensure continued compliance with the statutory requirements in 2027;
4. To guarantee the grant amount of up to €200,000 from the regional municipalities, even if they are unable to make their financial contribution to fulfil their share of statutory duties;
5. To note that Apeldoorn is making a moral appeal to the participating municipalities to also guarantee their share of the continued funding;
6. To allocate a one-off sum of €100,000 for local initiatives to tackle domestic violence and child abuse in 2027, and to incorporate this into the inevitable developments set out in the MPB 2027–2030;
7. To inform the council of this decision.

Decision: The council decides in accordance with the proposal.

The decision will be made public from 20 April 2026.

6. Framework for focus groups and fair-share agreements

Proposal from the Environmental Policy Department:

1. To adopt the Framework Agreement on Housing for Vulnerable Groups in the Stedendriehoek Region and the guiding principles of the framework;
2. This decision and the Framework Agreement on Housing for Priority Groups should be forwarded to the council for information.

Decision: The council decides in accordance with the proposal.

The decision will be made public on 21 April 2026.
