A vibrant and future-proof business park

Apeldoorn City Council wants to work together to create a vibrant and future-proof business park. That is why we are drawing up a development plan for the Zuid business park, which forms part of the Workplace programme. This area comprises the Malkenschoten, Kayersmolen-Zuid and Kuipersveld sites. We want to ensure these sites remain attractive, sustainable and easily accessible – both now and in the future.

What are we going to do?

We are drawing up a future plan for the three sites in Apeldoorn Zuid. The focus is on the business park itself. We will only consider the surrounding area (such as residential neighbourhoods or sports grounds) if it offers opportunities that fit in well with the plan.The draft objectives, vision maps and proposed measures were presented on 8 April 2026. These are organised into four themes.

Theme: Working and living environment

Ambitions:

• Pleasant, safe places to walk and spend time, with better links to green, shaded areas in and around the business park
• Climate-adaptive and biodiverse design of buildings and outdoor spaces

Examples of measures:

Short term: 1 to 3 years

• Green façades, green roofs and permeable surfacing on commercial plots are facilitated and encouraged
• Reduce the risk of flooding by drawing up a master plan for the business park, designating areas both within and outside the main green infrastructure for (temporary) water storage.
• Redesign street layouts locally during the first phase to make them safer and more accessible for non-motorised traffic (cyclists and pedestrians) and to incorporate more greenery (e.g. as part of the redevelopment of Nagelpoelweg)
• Unlocking the first lunch routes and increasing biodiversity

Long term: 3+ years

• Further greening and softening of parking bays and commercial plots by business owners, and of public spaces by the local authority.
• Redesign the street layouts locally to make the area more user-friendly and safer for cyclists and pedestrians.
• Rolling out a network of lunch routes

Theme: Energy & circularity

Ambitions:

• Encourage the local generation, storage and exchange of renewable energy in order to accelerate the energy transition and reduce bottlenecks caused by grid congestion.
• Strengthening the circular economy by creating opportunities for circular business activities and collaboration between companies within supply chains.

Examples of measures:

Short term: 1 to 3 years

• Support initiatives such as Smart Energy Hub Zuid and keep businesses informed about ongoing initiatives.
• Study into existing (material/waste) flows at the industrial estate.

Long term: 3+ years

• Collective energy consumption for the business park.
• Linking waste and material flows.

Theme: Use of space

Ambitions:

• Encourage more intensive and future-proof use of space, including through densification and mixed-use development (for example, on rooftops and car parks).
• Make better use of the available environmental capacity and provide scope for businesses in higher environmental categories, including circular economy activities.

Examples of measures:

Short term: 1 to 3 years

• Follow up on ongoing initiatives by engaging in dialogue with businesses regarding their desired expansion. This will highlight where opportunities lie for densification or expansion. A range of measures and grants is available to support these efforts.
• In new-build and renovation projects, set requirements regarding dual use of space (utilisation of roof space) and greening.
• Park management to improve communication between businesses and the local council.

Long term: 3+ years

• The focus is on the (minimum) environmental category. Businesses are actively approached regarding alternative locations, and the environmental plan focuses on the (minimum) environmental category.
• Park management is funded by local businesses.

Theme: Accessibility

Ambitions:

• Strengthening sustainable mobility by providing safe and attractive routes for cyclists and pedestrians and improving connections to public transport.
• Integrating road and logistics traffic efficiently and safely, with solutions for parking pressure, long-term parking and traffic flow issues.

Examples of measures:

Short term: 1 to 3 years

• Initiate collaboration on the sharing of parking facilities. In the first phase, establish a shared parking facility.
• Park management to improve communication between businesses and with the local council.

Long term: 3+ years

• Parking hubs at multiple locations with charging points could be a revenue model for businesses.
• Improving long cycle routes by improving local crossings.
