Host City Development

Apeldoorn is growing and demand for housing is high. Through Host-City (working title), we aim to fast-track the construction of 500 homes in Beekbergsebroek, on the southern outskirts of Apeldoorn. Host-City is a partnership between the Ministry of the Interior and Kingdom Relations (BZK), the Province of Gelderland, the housing associations in Apeldoorn and the Municipality of Apeldoorn. The aim of Host-City is to build homes at an accelerated pace, even before the plans for the entire southern outskirts (Beekbergsebroek) have been fully finalised. In doing so, we aim to speed up housing construction and thereby help alleviate the housing shortage.

A new village surrounded by greenery

Host-City is the first sub-project in the area south of the A1, between the Arnhemseweg and the A50. This green space will be a key site for housing development in the coming years. Eventually, a new village with its own amenities will take shape here, south of Apeldoorn.

The aim is to create an attractive living environment where housing, green spaces and quality of life come together harmoniously. In doing so, we take into account the surrounding area, the landscape and the effective design of public spaces.

What does ‘host city’ mean?

Host-City is the working title for the fast-track construction of 500 homes for the village in Beekbergsebroek. In phase 1, we are building 300 homes, with a further 200 homes to be added in phase 2. We are planning a varied range of properties:

  • properties for sale in various price ranges
  • Rental properties
  • Flexible housing*

Flex homes are fully-fledged, modern homes that can be built quickly. They are largely manufactured off-site as ready-to-install units and then assembled on site. They offer the same level of living comfort as conventional homes, last for decades and can be relocated if necessary. Flex homes make it possible to provide additional housing more quickly for people looking for a home.

This combination creates a diverse residential area offering a high quality of life. Flexible housing also provides flexibility.

Who are these homes for?

The rental and owner-occupied properties are intended for all target groups, such as:

  • starters;
  • families;
  • senior citizens;
  • Other people looking for a home

What happens next?

In order to build the homes, a new environmental plan must be drawn up. Various studies are being carried out for this purpose. The draft environmental plan is expected to be made available for public inspection in the autumn of 2026. You will then be able to view the plan and submit your comments.

Furthermore, construction firms and developers have recently been able to submit proposals for the development of Host-City. Plegt Vos has emerged as the winner from the entries. They will be allowed to build the first 300 homes as soon as the local development plan is finalised. This comprises 77 rental properties and 223 owner-occupied homes in various price categories.

Residents’ involvement

Over the past few years, residents, landowners and other stakeholders have been kept informed and involved in the plans for the Zuidrand at various stages. We will take the points raised and ideas gathered into account as we take the project forward.

Over the coming period, we will keep you informed of our progress and the next steps.

  • After the summer of 2026: Draft environmental plan available for public inspection.
  • 2027: Expected start date for the construction of the first homes.
  • 2028: phased handover of the homes.
