Via the national Omgevingsloket You can check for yourself what requirements your activity must meet. A permit check will clarify whether, for that activity:

  • does not require a licence (licence-exempt);
  • requires a licence;
  • I have to make a mandatory report.

If the planning permission check shows that you need an environmental planning permission, you can also apply for it via the national Omgevingsloket. The national Omgevingsloket explains what details you need to provide to start a planning application and which documents you need to provide.

If you would like to find out first whether your (construction) plan is feasible, you can submit a draft request. Please note that a draft application is not a definitive planning application. You will need an environmental permit to carry out the activities.

Once the application has been submitted, the following will take place a procedure for processing your application.

Whatever your plans may be, local residents – and perhaps others too – will be affected by them sooner or later. It is therefore important that you inform them of your plans in good time and, where possible, involve them in the decision-making or implementation. We call this participation.

In most cases, you will be required to pay a fee for the processing of an application for an environmental permit. Whether you are required to pay this fee and how much it is depends on the nature of the activity and the scale of the project. You can find the fees for the various activities in the Fees Regulation. An application fee is charged for every application, even if you are not granted a permit.

If you are carrying out demolition work (which may also be the case during renovation), you will usually need to submit a demolition notification. In some cases, you may also need a demolition permit. You can apply for this at the national Omgevingsloket.

In addition to a demolition notification, you will also need an environmental permit in the following cases:

  • The demolition of (parts of) a listed building involves
  • The demolition concerns a building within a listed town or village conservation area
  • The current local planning scheme stipulates that a permit is required to demolish (parts of) a building (such as a building of architectural character or one that defines the local landscape).

The Bibob Act applies if the construction cost exceeds €1,000,000, or if the project falls under one of the risk profiles. The Bibob Act allows the local authority to refuse a planning permission if there are indications that there is a serious risk that the permission will be used (in part) to commit criminal offences or to launder money.
