Grant for amateur arts and cultural activities

Amateur artists create art as a hobby rather than as a profession. This is only possible with a teacher or as part of a group. Most organised groups are associations or foundations. Members and participants come together to create art, learn new things and socialise. The local authority therefore regards these organisations, and the umbrella organisations that support them, as important to society. For this reason, only associations and foundations can apply for a grant. The aim of the grant is to help people engage in cultural and creative activities together.

A grant is an entitlement to money from the community. It is usually a one-off amount that you therefore have to apply for again and again. With that amount, the applicant makes a contribution to realise the municipality's established policy. For example, in the field of care and welfare, education, sports, art and culture, integration and recreation.

These may be organisations and facilities to which the municipality makes a financial contribution, such as sports clubs, the library or playgroups. Small-scale initiatives by residents or foundations are also supported if they fit within the policy.

Each type of grant has its own ‘rules of the game’. Such as the amount of the amount, how you apply for it and how you have to prove that you spent the money correctly.

The higher the amount, the more rules and checkpoints.

As an association or foundation, you can submit your application via this website. You apply for a grant for a period of four years. Applications must be received by 1 November to be considered for funding in the next grant period. In order to process your application, we require the following information:

  • The activity or activities during the four-year period for which you are applying for a grant;
  • a budget for the next four years;
  • the number of members of your association or individual participants in your foundation’s activities;
  • how many members or participants live outside the municipality of Apeldoorn.

To enable us to verify this, we ask you to send us an up-to-date list of members. This list need only include the names and places of residence of the members and participants. Are you applying for a grant under this scheme for the first time? If so, please also send us your articles of association.

You will receive confirmation that your application has been received. This will state the date by which we will process your application. You will then receive a decision from the Municipal Executive.

The grant ceiling under the Apeldoorn Cultural Organisations Support Scheme for the calendar year 2026 is €84,423 and is allocated amongst the applications received and approved by 1 November 2025.

To be eligible for a grant, you must meet certain conditions:

  • According to its articles of association, your association is based in the municipality of Apeldoorn.
  • The articles of association state that your association or foundation’s primary purpose is to practise or support amateur art.
  • Your association is registered with the Chamber of Commerce.
  • You must have at least 15 members or participants.
  • At least half of the members or participants live in the municipality of Apeldoorn.
  • You meet the other conditions set out in the Apeldoorn Scheme for Support to Cultural Organisations.
