A grant is an entitlement to money from the community. It is usually a one-off amount that you therefore have to apply for again and again. With that amount, the applicant makes a contribution to realise the municipality's established policy. For example, in the field of care and welfare, education, sports, art and culture, integration and recreation.
These may be organisations and facilities to which the municipality makes a financial contribution, such as sports clubs, the library or playgroups. Small-scale initiatives by residents or foundations are also supported if they fit within the policy.
Each type of grant has its own ‘rules of the game’. Such as the amount of the amount, how you apply for it and how you have to prove that you spent the money correctly.
The higher the amount, the more rules and checkpoints.
As the owner of a municipal monument or a national monument, you can apply for a heritage grant to cover maintenance and conservation work on your property. Different grant schemes apply to these three types of listed buildings.
Municipal monuments
The text of the “Preservation of Municipal Monuments“ scheme, including the conditions, can be found in Chapter 3 of the Heritage Fund 3.1.
Municipal monuments are properties protected by the local authority. They are of general interest to the local community because of their beauty, scientific significance or cultural and historical value. Municipal monuments are designated by the mayor and aldermen.
If you own a municipal listed building, you are eligible for a municipal and provincial grant. Only costs incurred for the maintenance of the listed building (in particular structural repairs and painting) are eligible for funding. The municipal contribution towards maintenance work on a listed building is capped at 20% of the eligible costs, up to a maximum of €10,000.
For a windmill, this amounts to a maximum of 40% of the eligible costs, subject to a maximum of €10,000. If you apply for this local authority grant, an application for a supplementary provincial grant will automatically be submitted as well. The province provides a further grant covering approximately 10% of the costs, up to a maximum of approximately 5,000 euros. The amount of the provincial grant may vary slightly from year to year.

National Monuments
National monuments are properties at least 50 years old that are protected by the State. They are of national importance due to their beauty, scientific significance or cultural and historical value. National monuments are designated by the Cultural Heritage Agency of the Netherlands. Do you own a listed building that is also your home? If so, you can apply for a loan at a low interest rate through the National Restoration Fund.
Here you will find more information about your grant application for a listed building. You must submit your application prior to at the start of the works via the button above. The council processes applications in the order in which they are received and completes them within 8 weeks.

When submitting your application, you must include at least the following documents:
- a quotation from the contractor, setting out the work to be carried out, together with the man-hours, hourly rates, material costs and VAT;
- if the total eligible costs exceed €5,000, an inspection report must be submitted setting out the necessity of the work;
- a set of specifications or a technical description of the works;
- drawings showing the existing and proposed situations (scale 1:100).

You must notify the local council that the work has started within two weeks of it commencing. To do so, please send an email to cultuur-erfgoed@apeldoorn.nl. Once work on your listed building has been completed, please report this within 8 weeks using the button at the top of the page. (Note: In the form, select ‘submit a request for approval’. The work carried out will then be checked, after which the grant can be approved.
The following documents must be included with the notification of completion:
- invoices for the work carried out; these invoices must correspond to the quotations drawn up and must itemise material and labour costs as well as VAT;
- if more than 10 quotations are attached to the application, a summary of the total costs must also be provided;
- proofs of payment.
