Proof of residence

The Temporary Protection Directive (2001/55/EC) entitles people in the Netherlands to accommodation and medical care, as well as education for children under the age of 18. It also allows them to work. On the the IND’s website Please check whether you are covered by the directive.

Basic Register of Persons

Refugees from Ukraine must register with the municipality’s Basic Register of Persons (BRP) upon arrival. They must then make an appointment with the IND as soon as possible to collect a residence permit.

Proof of residence

Do you fall within the scope of the directive and have you registered with the local authority? If so, please make an appointment as soon as possible to collect a certificate of residence from the IND:

• If you are staying at a reception centre run by the municipality of Apeldoorn, the site coordinator will arrange the appointment.

Please bring the following to your appointment

All members of the family who have come to Apeldoorn will accompany us to the appointment at the town hall. In order to assist you, we will need the following documents:

• A form of identification (stating your nationality), for example: a passport, identity card or Ukrainian internal passport.
• Registration form:
  • Ukrainian registration form (PDF, 176 kB)
  • Registration form in Dutch (PDF, 141 kB)
• A birth certificate
• A marriage certificate or divorce certificate
• Children’s birth certificates

Is there no proof of identity?

Without proof of identity, we cannot determine their nationality. The Ukrainian Embassy in The Hague is closed. Refugees with expired documents or other enquiries should go to the Ukrainian Embassy in Cologne (Germany).

Minor children

If minor children do not have proof of identity, their parents may make a statement under oath or on their honour. We will then register these children with the local authority. This applies only to children of Ukrainian refugees. Further information on a Statement under oath in four different languages.
