Network Manager for Care and the Safety Centre

About the role
The North and East Gelderland Care and Safety Centre is working on sustainable solutions to complex social issues where safety, care and governance intersect.

As Network Manager, you are the link between the board, participants and operational delivery. You lead the Support Office and ensure that local authorities, the police, the Public Prosecution Service, the probation service, care partners and other network partners work together effectively within the national frameworks for the Care and Safety Centres and the Act on Data Processing by Partnerships.

The foundations for the organisation have been laid. It is now your task to build on these, further strengthen collaboration and translate national developments into regional practice.

The Network Manager operates at strategic, tactical and organisational levels and is responsible for:

• the further development of the regional partnership comprising 22 local authorities;
• the day-to-day management of the Support Office;
• the implementation and enforcement of national legislation and regulations;
• governance, business management and organisational development;
• the further organisation and operation of the WGS Contact Point;
• the link between management, participants and implementation. 

Furthermore, this is a role without formal hierarchical authority, in which it is necessary to constantly forge links between independent organisations. The emphasis is on connecting organisations, developing collaboration and creating the right administrative and organisational framework within which professionals can carry out their work.

What are you going to do?
You will be responsible for:

• the day-to-day management of the Support Office;
• linking implementation, the Partners’ Consultation and the Steering Group;
• encouraging cross-sector collaboration;
• the development, implementation and safeguarding of work processes in accordance with the Act on Data Processing by Partnerships;
• monitoring quality, governance and operational management;
• advising directors and participants on organisational development and collaboration;
• preparing and implementing the annual plan;
• reporting to the Steering Group on results, trends and developments;
• co-ordinating communications and external representation;
• entering into necessary agreements within the agreed remit;
• the performance of the tasks of the WGS Contact Point within the scope of the mandates granted.

We are looking for an experienced network manager at higher vocational education (HBO+) or university (WO) level who:

• has strong analytical skills;
• encourages a sense of ownership without taking on any responsibilities.
