In The Environmental Vision We describe how our beautiful Apeldoorn – comprising the town, its villages and the surrounding countryside – will develop up to 2040. The vision answers questions such as: What direction do we want Apeldoorn to take? And what is needed to ensure it remains a special municipality with unique qualities? A great deal is set to happen over the next 20 years. There are also urgent challenges at national level, such as the housing shortage, climate change and biodiversity.

We are looking at how we can build on the current layout of the city, its neighbourhoods, villages and the surrounding countryside. We have made a number of key spatial decisions for Apeldoorn.

• We are building two-thirds of the new homes within the existing city.
• At least half of the homes to be built will be affordable: social or mid-priced rental properties, or owner-occupied homes below the NHG cost threshold.
• We differentiate according to target groups and consider suitable living environments for each area-specific challenge.
• We are increasing density and greening the area by making use of vertical space as well.
• One-third of our housing programme is carried out in areas outside the city. This goes hand in hand with landscape development.
• We opt for space and variety, in keeping with our ‘generous’ DNA. This ensures there remains sufficient space in the city for public spaces and green areas.
• The villages are developing alongside them.
• New business premises are integrated into the city’s layout.
• Existing activities within the urban area, some of which are less suitable, are gradually being relocated or replaced by more appropriate uses.

For the City Centre, the Railway Zone and the Canal Zone, we have also identified specific priorities, which are set out in the Development Plan for the City Centre (PDF, 12.4 MB).

The city centre is transforming into ‘The City Park’ in Apeldoorn (pdf, 12.4 MB). The key priorities are:

• We are creating a welcoming and vibrant community hub, where it is a pleasure to live, work, shop and spend time.
• A quarter of the retail space is being phased out to make way for residential and leisure facilities.
• We are making public spaces less concrete and more green, and creating an inviting atmosphere.
• We are creating a network of parks, courtyards, alleys and narrow streets for pedestrians to wander through.
• Green ‘Park Lines’ as programmatic frameworks.
• We are working to make the city centre more accessible.
• A car-free environment achieved by preventing rat-running and reducing on-street parking.
• Cyclists and pedestrians will be given priority, and sustainable public transport will become the mode of transport of choice.
• Landscaping of Hofstraat/Kanaalstraat to Griftpark and of Hoofdstraat to Parkstraat as part of the City Park project.

With the development of the Spoorzone, Apeldoorn faces an urgent yet promising challenge: to strengthen the city by retaining young people, attracting new residents and retaining major employers. We are creating a vibrant, well-connected and future-proof district with space for living, working, learning and socialising. Through the creation of an attractive living environment for young people, the establishment of a safety district, a strong innovation ecosystem and high-quality workplaces, as well as the transformation of the station into a mobility hub, this area is emerging as the driving force behind Apeldoorn’s vitality and economic strength:

• Innovative, multi-storey residential, working and educational environments will be created, with space for meeting places and centres of expertise.
• We are building at a higher density, with a focus on height.
• In the Veldhuis neighbourhood, we are combining around 1,000 new homes, businesses, amenities and educational facilities with existing buildings, many of which are industrial heritage sites or buildings rich in cultural history.
• A substantial green corridor links Hertzberger Park (formerly CB) with the Veldhuis neighbourhood.
• We are creating new links between the north and south sides of the station.
• Thanks to its central location, close to the main station, this area is developing into a transport hub. It is accessible via the south side of the railway line, where facilities such as a bus station, shared mobility facilities and car parks are being developed.

Along the Apeldoorns Canal, we are developing an attractive area featuring a mix of urban functions and a variety of social and cultural activities. With new-build developments, the repurposing of existing warehouses and old buildings, and plenty of green spaces, this will become an attractive and vibrant waterfront area. The key priorities for the Canal are:

• In the Kanaalzone, we are creating a mix of living, creating, working, staying, sporting and cultural activities.
• Urban housing developments with attractive outdoor spaces along the canal serve as a recreational axis, creating a complementary living environment in Apeldoorn.
• The canal zone will become a robust ribbon with generous green spaces on either side of the canal; it will feature a dense network of connections with the surrounding urban areas.
• New, green links are bringing the Canal Zone closer to Apeldoorn city centre once again.
• The Zwitsal site is, and will remain, a place of development where there is scope for experimentation and discovery, and for commercial and social public functions.
• We are transforming the Kayersbeek and the Grift into robust stream areas to promote nature conservation, climate adaptation and healthy exercise.

‘Stadsrand Zuid’ is the name given to the area south of the A1, between Arnhemseweg and the A50. This area along the A1 motorway is characterised by plenty of greenery, meadows and the occasional building. The council wishes to develop a housing site here and is currently drawing up a development plan for the entire area. In addition, plans are being drawn up to accelerate the construction of homes in this area. The first project we will be carrying out here is Host-city
