Explanation regarding odours at pitch locations

For trading pitches where food is prepared, the odour regulations set out in the Apeldoorn Environmental Plan apply. The main rule is that the trading pitch must be situated more than 25 metres from surrounding buildings. If this is not the case, an effective odour control system must be installed. ‘Effective’ means that the system captures (rather than masks) the odour-carrying components, is suitable for the exhaust gas flow, has sufficient capacity and is properly maintained.

An exception may be made to the rule requiring the installation of an effective odour-removal system if food is prepared using standard kitchen appliances. By ‘kitchen appliances’, we mean: appliances that are also used in domestic households. Professional kitchens use ‘large-scale catering equipment’. The equipment used in professional kitchens is a size larger than domestic appliances and is supplied by specialist suppliers. Large-scale catering equipment is available in both electric and gas-fired versions. Examples of heavy-duty commercial kitchen appliances include pasta cookers for a canteen or the frying counter at a snack bar or fish stall.

For your application, it is therefore important that you indicate on the site plan that your sales van is situated more than 25 metres from the nearest buildings.

If you are located closer, you should, in principle, have an effective odour control system. Do you have an odour control system? If so, please state the make, type, filter material and capacity of the odour control system in your application. An exception to this rule may be made only if you use standard kitchen appliances.

The Veluwe Environmental Agency makes the final assessment as to whether the equipment in question constitutes kitchen appliances or commercial kitchen equipment, whether the market stall is situated at a sufficient distance from buildings, and whether a deodorisation system is required.
