Here’s what you’ll be doing
As a Housing Co-ordinator for Status Holders, you are the linchpin in the process of providing housing for status holders within the local authority. You ensure that status holders are housed in a suitable manner and, to this end, maintain close contact with both internal and external partners.
You will be responsible for coordinating, monitoring and providing administrative support for the entire housing process: from the moment a status holder is assigned to the local authority until they are actually living in suitable accommodation.
This role requires a broad perspective, analytical skills and administrative acumen. Decisions that you make or help to prepare may affect other parts of the process and the work of colleagues and supply chain partners. In doing so, you must remain constantly mindful of avoiding setting undesirable precedents.
As a Housing Co-ordinator for Status Holders, your role will involve:
- Coordination and management
- You are the main point of contact for all matters relating to the accommodation of status holders.
- You will liaise with all relevant internal and external parties.
- You will monitor the progress of cases and ensure that processes run smoothly.
- You identify bottlenecks and take action to implement appropriate solutions.
- Administration and records management
You will be responsible for all administrative tasks relating to the accommodation of status holders, including:
- processing links and retrieving missing information;
- the processing of accommodation requests;
- checking whether the properties on offer are suitable;
- managing files relating to:
- status holders and family members who have been assigned to the local authority;
- unaccompanied minor asylum seekers (AMVs) living in Apeldoorn, both through Nidos and with host families;
- selecting candidates for HAR placements;
- making, or arranging for the making of, weekly allowance payments to residents of the HAR who are no longer eligible for a COA grant;
- selecting candidates for career progression opportunities;
- monitoring the quality of incoming links;
- the registration of status holders who are making use of the COA accommodation scheme within the municipality;
- managing the waiting list of family members for whom the COA has no accommodation available, and keeping the parties concerned informed.
Management information and reports
- You provide reliable management information that enables the board and the organisation to steer the organisation. In doing so:
- prepare reports and summaries for, amongst others, the Municipal Executive;
- provide your figures and explain any trends and anomalies;
- provide insight into expected developments and future challenges;
- Please provide information to the Public Order and Safety Department, in particular regarding unaccompanied minors.
Collaboration
You will work closely with a wide range of partners, including externally with the COA (programme managers, asylum seeker centres, the Information, Outflow Support and HAR departments); VluchtelingenWerk Nederland; Nidos regional managers and guardians of unaccompanied minors and young people aged 18 and over in foster families), and so on.
Your influence
In this role, you will play a key advisory and coordinating role in decisions with far-reaching implications. For example:
- do you intervene if a property on offer turns out not to be suitable, for example because of its size or the need for adaptations;
- do you work towards providing alternative housing options, or do you use the Social Support Act (Wmo) to arrange home adaptations;
- take action if the COA wrongly deregisters a status holder from an asylum seekers’ centre;
- select your residents for HAR locations;
- you determine the placement and order of candidates for progression locations;
- do you contribute to the discussion on exceptions to the requirement to live together and provide authoritative advice on this matter;
- In complex and exceptional cases, you identify the possibilities and limitations and advise on the course of action to be taken.
Who are you?

In addition, you will have:
- Education: completed MBO+ qualification– education
- Work experience
- At least two years’ relevant work experience in a coordinating, administrative or managerial role within the social sector, housing, care services, migration or a local authority organisation.
- Experience of collaborating within complex supply chains with various internal and external partners.
- Proven experience in managing administrative processes and files.
- Experience in preparing reports, management information and working with databases.
- Knowledge
- A good command of the Dutch language, both spoken and written.

- Knowledge of the laws and regulations governing the accommodation of status holders, family members joining them and unaccompanied minor foreign nationals (AMVs).
- Knowledge of the role and working methods of partners in the chain, such as the COA, VluchtelingenWerk, Nidos and housing associations.
- Experience in implementing the housing targets for status holders within a local authority.
- Experience with issues relating to the reception, onward placement and accommodation of refugees and status holders.
- Knowledge of the Housing Act, the Participation Act, the Integration Act and relevant asylum and migration procedures.
- Experience in analysing complex cases and advising on bespoke solutions.
Here’s what we offer you
- A position of 20 hours per week, initially for a period of one year with the prospect of a permanent contract;
- A salary of at least €2,875 gross per month (entry-level scale 7) and up to €4,556 (functional scale 8) for a 36-hour working week. The actual salary will depend on your experience and qualifications.
